The commission discussed the agenda for the annual Missouri Association of Counties legislative conference in April, deciding that since their training conference had been cancelled due to the snow storm in February, they should attend a portion of this conference. The second meeting of the commission in April will be held on Tuesday April 12.

David McWilliams, coroner, met with the commission filing his certificate of training for the year and asking that some office expenses be reimbursed.

The commission discussed the sheriff’s equipment located in the central dispatch office. Betty Harmison, assessor, agreed to relocate the mapping equipment to the lobby area. Ben Becerra, sheriff, met with the commission regarding the matter and will inspect the room under the north stairway.

Cheryl Alexander, Health Department Administrator, reported the resignation of Jason Smith from the board. She said Jerry Batson has agreed to fill the vacancy. Danny Heldenbrand moved to make the appointment. David Cox seconded. Cox – yes; Heldenbrand – yes; Sims – yes.

Andrew Bottrell, Cameron newspaper, met with the commission discussing issues of interest.

Shad Mort, Lake Viking, met with the commission reporting that a meeting will be held in April for development of their emergency action plan.

Reta Rains, collector-treasurer, met with the commission requesting abatement of personal property taxes doubly assessed. The abatement was granted. The Commission also signed abatements for the 2007 personal property taxes that have been deemed uncollectible.

David Cox reported that he had completed paperwork for the Emergency Management Agency regarding the grant management for disasters.

Jim Weldon, Harrison Township, met with the commission regarding purchasing used pipe. He was informed that culverts are rarely usable when replaced.

The commission inspected the corrected proof of the 2011 plat book, making final corrections. This issue of the plat book will be sold at the Soil Conservation Services office rather than the county clerk’s office.

Tanya Lohman, MoDOT, met with the commission to discuss problems on roadways within the state highway system in the county. She reported that the federal funding will be reduced in 2016 and of the MO Transportation Alliance’s efforts to improve the highway system, urging the commissioners to become involved. She will provide more information when available.

James Lewis, road and bridge supervisor, reported that they will make repairs at various sites around the county this week.

Bills were audited and paid.

Circuit Court

In a bench trial for Margo W. Smith, Coffey, on March 18, the defendant was found guilty of passing bad checks, and a sentence assessment report was ordered.

Criminal cases filed: State vs. George Andrew Depler Jr., Chillicothe, change of venue from Livingston County, possession of controlled substance with intent to distribute.

A jury trial which had been scheduled for March 22-23 for Daniel F. Froman of Gallatin, on charges of sexual assault and tampering with witness for prosecution, was canceled due to the serious illness of the lawyer for the defendant. The trial has not been rescheduled.

Associate Division

Kelly B Parker, Jameson, was charged March 15 with felony abuse of a child.

Sheriff’s Office

Darrell Palmer, 18, Kimberling City, was arrested March 17 for felony stealing motor vehicle. The charge is in connection with the theft in November 2010 of an ATV from Daryl Teel’s shop located at U.S. 69 and Missouri Route Z in Pattonsburg. The ATV was recovered by the Harrison County Sheriff’s Office on Dec. 8, 2010. Palmer is being held on $15,000 bond. Another defendant in the case, Drew McCall, 20, Jamesport, plead guilty to misdemeanor receiving stolen property on Feb. 8 and received two years probation.

Dustin Smith, 32, Lock Springs, was arrested March 19 for felony no valid license. He is being held on $5,000 bond.

Thomas Whiteaker, 33, Red Oak, Iowa, was arrested March 19 for misdemeanor fishing without permit. He posted $164.50 bond.

Tiffany Ellis, 30, Apple Valley, Minn., was arrested March 17 on probation and parole violations on an original felony count of possession of controlled substance. Bond was denied.

Brian Austin, 36, Idabel, Okla., was arrested March 17 for misdemeanor no valid license. Bond was set at $200.

Brenda Stark, 48, Gallatin, was arrested March 19 for felony no valid license. She is being held on $5,000 bond.

Teneisha McAbee, 19, Kansas City, Kan., was arrested March 19 for misdemeanor possession of marijuana and paraphernalia. She was processed and a summons was issued.

Brooks Tarlue, 21, Sioux Falls, S.D., was arrested March 19 for misdemeanor no valid license. She was processed and a summons was issued.
