Deputy Todd Watson recovered a stolen vehicle on March 14. The vehicle had been abandoned on 185th Street, north of Route HH, since March 4. The theft had been reported to the Gallatin Police on Feb. 19 by Erica Oliver of 203 S. Clay Street, Gallatin. The 1989 maroon Chevy Corsica had been taken from the driveway of her residence. The recovered vehicle had been spray painted black, and the Missouri registration plates had been altered.
Davin Robert Lucassen, 18, Cameron, and Timothy Wayne Mozingo, 19, and Jared Holcomb, 19, both of Weatherby, were arrested March 9 for felony property damage, class D felony. They are accused of vandalizing a car in the Winston school parking lot on Feb. 27, causing approximately $800 in damage. Bond for each was set at $15,000. Mozingo and Lucassen have posted bond.
Jeffrey Shanks, 41, Winston, was arrested March 8 on a probation violation for an original charge of no valid license. Bond was denied.
Ed Bowman, 56, Raytown, was arrested March 8 on a probation violation for original charges of DWI and no valid license. Bond was denied.
Robert Lowrey, Pattonsburg, was arrested March 10 on a felony child neglect warrant from Clay County. He was transferred to Clay County.
Tambra Pierce, 40, Altamont, was arrested March 11 for misdemeanor DWI. She was processed and held for 12-hour detoxification.
Daniel Weaver, 31, Kansas City, was arrested March 14 for violation of probation on an original felony charge of unlawful possession of illegal weapon. Bond was denied.
Angel Ayala, 23, Kansas City was arrested March 11 for felony no valid license and is being held on $15,000 bond.
County Commission
The clerk reported that she had been contacted by the health insurance broker and the renewal of the health insurance will be at an 8.9% increase.
The commission met with the Local Emergency Protection Commission at 9 a.m.
A representative from the plat book publisher met with the commission making corrections to the proof copy.
The commission inspected the building at 609 South Main for leaks in the roof. An estimate will be submitted for repairs.
The commission submitted a letter of request to the circuit judge presiding over the civil action Hanes vs. Premium Standard, for reimbursement of jury and court costs.
The commission was contacted by the insurance broker for the regional jail. He reported having obtained $11,640 in credits for the health insurance for the regional jail employees and then was notified that his service was terminated. Randy Sims will investigate.
In the afternoon, the commission inspected roads in Lincoln and Grand River Townships.
The commission discussed the census counts and the possibility of redistricting the commission districts according to 49.010 RSMO. The matter will be discussed further at a later date.
James Lewis, road and bridge supervisor, met with the commission reporting that they will install a culvert this week.
Bills were audited and paid.

Circuit Court
A scheduled jury trial for Ashley Marie Kincaid of Trenton was declared a mistrial on March 9 when the jury pool was depleted to the point that jury selection could not be completed. Kincaid is charged with one count of theft of livestock and five counts of theft. The jury trial was reset to June 23, 2011.
During Law Day proceedings on March 8 before Judge Thomas Chapman, the following cases were heard:
Probation was revoked for Sandra Kriegel on a felony charge of theft. The previously imposed sentence of five years in the Department of Corrections was executed.
Probation was revoked for Joseph D. Omeara on a charge of possession of controlled substance. The previously imposed sentence of five years in the Department of Corrections was ordered executed.
David Nuell Lewis was sentenced to four years in the Department of Corrections for DWI and five days jail for misdemeanor no valid license.
Bennie Brown Jr. was sentenced to seven years in the Department of Corrections on a charge of possession of controlled substance. The execution of sentence was suspended and he received five years probation and 67 days of shock time, with credit for time served.
Curtis L. Franklin was sentenced to four years in the Department of Corrections on a charge of operating vehicle without valid license, third and subsequent offense. The execution of sentence was suspended, and he received five years probation and 60 days shock jail time.
Julie A. Vyrostek plead guilty to stealing and a sentence assessment report was ordered.
Dustin L. Farmer was sentenced to four years in the Department of Corrections for possession of controlled substance. On two misdemeanors, drug paraphernalia and receiving stolen property, he received sentences of five days and 10 days in the regional jail, to run consecutively to any other sentences.
A jury trial was set for July 8 on two change of venue cases from Livingston County. Ryan Edward Reeter is charged with theft of any livestock animal. Ronald Eugene Reeter is charged with stealing a motor vehicle.
A jury trial was set for July 1 for Tyler Montana Gibson on a change of venue from Livingston County. He is charged with statutory rape first degree.
Paul H. Asher received a change of venue to Livingston County. He is charged with statutory sodomy first degree and child molestation first degree.
Michael D. Howard was sentenced to three years in the Department of Corrections for DWI.
Kimberly Claudette Schluze plead guilty to hindering prosecution. A sentence assessment report was ordered and a personal recognizance bond was allowed.
Jeffrey W. Knorr was sentenced to three years in the Department of Corrections for no valid license, third and subsequent offense. The execution of sentence was suspended. He received five years probation and 10 days shock jail time.
Probation was continued for Russell J. Landes with the additional condition of five days shock time, for DWI, alcohol, persistent offender.
Jay A. Fitzsimmons plead guilty to DWI. A sentence assessment report was ordered. Bond was reduced to $20,000, cash only.
A warrant was issued for Eddie Andrew Bowman on a probation violation for DWI persistent offender, no valid license, and possession of controlled substance.
