Aaron Piburn, a Winston R6 School student, presented the Winston Board of Trustees with $210 during their meeting held Feb. 7.

Aaron earned the money during a project initiated by the Winston School’s Character Plus program to raise money for the Winston park. Aaron raised the $210 by collecting enough cans to recycle 420 pounds of aluminum.
Aaron acknowledged the help of his father especially, who drove him around collecting the cans, and other family members and some community members.
The board commended Aaron for his diligence in staying with the project despite obstacles and even when other students dropped out of the project, and gratefully accepted his gift.
In other business at the meeting, a complaint was brought before the board of a neighbor taking over an alley with multiple pieces of equipment and a wood pile, blocking access to a garage. The complaint was backed up with photos. Board members have observed the situation in the alley over a long period of time, and the board directed the clerk to send notice to the neighbor of the ordinance violations involved.
The clerk submitted current financial reports for all funds.
Tom Kober sent a report for the board in his absence. Among the items were three large bills from JCI Industries Inc. out of Kansas City for a replacement pump, parts and other repairs, which exceed the available cash in the utilities fund and reserve savings.
An itemized statement will be obtained to determine the validity of the largest bill.
The board discussed cashing in either of two utility CD’s in order to pay the JCI bill, but neither CD is maturing at this time and there would be a penalty for using them.
The board decided to transfer money from reserve savings and up to $7,000 will be loaned from the general fund in order to pay the JCI bill. The loan from the general fund to the utilities fund will be repaid after a utilities fund CD matures in June.
Kober’s letter also gave the board notice that he is likely to accept a job in Kansas and would need to tender his resignation. The board expressed regret at losing Tom and acknowledged the great asset he has been to the Village of Winston.
Randy Turner moved to approve the check reports and pay the bills.
The board agreed to let the general fund and street fund CDs that are maturing this month roll over.
Melvin McFee gave the Sewer Maintenance Report. He said everything is running well. The draft permit is in for the lagoon and there doesn’t appear to be any problem with getting it renewed.
During the Street Maintenance Report, Bill Michael noted that snow removal has been extensive.
The clerk’s semi-annual report was posted on Jan. 10 at the town hall, post office, Pit Stop and Michael Enterprises. After the storm cleared it was posted Jan. 17 at the school and the park.
The board will advertise for bids for street rock for the next two years.
The annual evaluation of the clerk was conducted. No changes were suggested.
Discussion of future activities included the start of municipal court in the near future.
There has been a verbal complaint of a large dog attacking a small dog, which is a repeat incident. The owner of the small dog intends to file a complaint but has not done so yet.
Two dogs without tags and unsheltered in extremely cold weather were picked up in January. One was a stray. The other turned out to be an owned dog, but was under the age when a rabies vaccine is required, and it was released to its owner. It now has a rabies tag.
A board member talked to the person with the buildup of guttering in his front yard. He has since hauled off some loads. The snowstorm has hampered his work, but he has said he would do the rest as soon as the snow allows.
The chairman reported a case of dumping on private property she owns, and said she plans to talk to the person who dumped there.
