Three Kansas women were arrested Jan. 23 on several felony firearm offenses. The arrests occurred during a traffic stop on U.S. 69 for failure to dim headlights.

During the traffic stop, Daviess County Deputy Todd Watson seized two loaded firearms during a consent search. One firearm was a Kel-Tec 9mm semi-automatic pistol containing five rounds within the magazine. The other was an H&R .22 caliber revolver within a leather holster with eight unspent .22 caliber rounds and one spent round.
Investigation revealed that the firearms and some gold jewelry had been stolen from Alfred K. Waterbury of Jamesport. Waterbury said that all three women had been at his house during the day, and that one was his granddaughter.
Brandy R. Waterbury, 29, Tonganoxie, Kan., Mandi D. Michaels, 30, Gardner, Kan., and Lori L. Owens, 47, Kansas City, Kan., have each been charged with stealing a firearm, unlawful use of a weapon, and stealing jewelry. Waterbury and Michaels were also charged with unlawful possession of firearm. Bond for each has been set at $35,000. Waterbury is a convicted felon in Kansas. Michaels is a convicted felon in Missouri and is on probation in Kansas.

Jerry Bontrager reported Jan. 17 that his vinyl siding cutter, valued at $3,800, had been stolen from a residence in Jameson.

Robin Bryson, 36, Chillicothe, was arrested Jan. 21 for a probation violation on an original charge of possession of controlled substance. She is being held on $50,000 bond.

County Commission

James Lewis, bridge supervisor, reported that they are continuing to make equipment repairs.

The morning was spent reviewing budgets, FEMA projects, and bridge standards.

David Cox contacted Danny Jackson, USDA Rural Development, concerning motor grader grants for townships. Mr. Jackson will send a packet for applications.

Bob Burnett, Snyder and Associates, contacted the commission setting the pre-construction hearing and contract execution for 10 a.m. Feb. 7.

Ben Becerra, sheriff, met with the commission concerning his 2011 budget. The commission agreed to allow an additional $2,000 for maintenance on the Chevy driven by Officer Karns from the general fund.

Becky Simpson, Extension Council, met with the commission requesting permission to proceed with a cable upgrade. Permission granted.

At 2 p.m., as advertised, the final budget hearing for all funds was held. No one from the public was in attendance. Danny Heldenbrand moved to accept the budget as presented. Randy Sims seconded. Cox – yes; Heldenbrand – yes; Sims – yes. The appropriation order was executed.

Ben Becerra and Kim Case, Missouri Victims Assistance, met with the commission with information regarding the addition of an advocate employed and funded by a grant. The matter was taken under advisement.

Circuit Court

Before Judge Thomas Chapman on Jan. 19, the following cases were heard:

In State vs. Jermane L. Kearney, the court had retained jurisdiction for 120-day callback after institutional treatment, but release was denied and the five-year sentence for possession of controlled substance was executed.

In Martin D. Sanford vs. State of Missouri, the post conviction release motion was denied.

In GMAC Mortgage LLC vs. Robert Reed, a consent judgment was entered to reform deed of trust.

A dissolution of marriage was granted to Deleta J. Eaton-Lebeau from Richard M. Lebeau.

In State of Utah and State of Missouri ex rel vs. Daniel J. Kieffer, the court registered a foreign support order against the defendant.

Civil Cases filed: J.G. Wentworth Originations and Anthony Davis, petition to approve transfer of structural settlement payment rights.

Certificates of lien, DOR taxes, were filed by the State of Missouri against The Metal Shop LLC, Terry P. Huston, Norman W. West, and Daniel F. Froman. A certificate of lien, DOR taxes, was filed by the Director of Revenue against James M. Webber.

Associate Division

Michael D. Howard, Pattonsburg, was charged Jan. 19 with felony DWI, alcohol, aggravated offender, and failure to move vehicle obstructing flow of traffic.

Traffic Fines

The following are traffic cases which were heard in the Circuit Court of Daviess County involving a plea of guilty without contest and payment by mail of the standard fine plus court costs. The total fines assessed for defendants who reside outside of Missouri was $1,778 for 25 cases. Total fines assessed for defendants who reside in Missouri was $613 for 11 cases. Court costs collected for the State of Missouri amount to $58.50 for moving traffic violations. Missouri defendants, offenses and fines are listed below:
