County Commission
The commission spent much of the day reviewing budgets submitted for 2011. They contacted the health insurance broker finding that the insurance may increase 11.5%. Randy Sims moved to keep the payment ratio at the same rate as past years. David Cox seconded. Cox – yes; Heldenbrand – yes; Sims – yes. Carried.
The commission then discussed employee pay rates. Danny Heldenbrand moved to increase employee wages by $0.35 per hour. David Cox seconded. Cox – yes; Heldenbrand – yes; Sims – yes.
The commission reviewed the schedule of time sheets submissions for employees. David Cox moved to approve the schedule. Danny Heldenbrand seconded. Cox – yes; Heldenbrand – yes; Sims – no. Carried.
Pam Howard, circuit clerk, met with the commission regarding her 2011 budget request.
Ben Becerra, sheriff, met with the commission concerning his budget.
James Lewis, bridge supervisor, reported that they will do general repairs on the building and equipment this week.
John Horn Quarry representatives met with the commission requesting to be placed on the bidders list for CART rock.

Sheriff’s Office
Andrew Logston, 24, Hamilton, was arrested Jan. 18 for statutory rape second degree. Logston is accused of having sexual intercourse with a minor at Lake Viking in July, 2010. He is being held on $35,000 bond.
Ernest Rash, 48, Kansas City, was arrested Jan. 16 for felony DWI. He is being held on $35,000 bond.
Paul Asher, 41, Durant, Okla., was extradited from Oklahoma on three counts of statutory sodomy and one count of child molestation. The case was investigated by the Gallatin Police Department. He is being held on $100,000 bond.
Michael Howard, 30, Pattonsburg, was charged Jan. 19 with felony DWI. He also had a parole warrant. Bond was denied.
Kim Kiefer, 48, New Sharon, Iowa, was arrested Jan. 14 for misdemeanor DWI and posted $750 bond.
Demetric Jackson, 40, Kansas City, Kan., was charged Jan. 17 with failure to appear on misdemeanor charges of no valid license, possession of marijuana and paraphernalia. He is being held on $3,000 bond.
James Schonemann reported Jan. 15 that his Lake Viking residence had been broken into since his last visit to the house on Dec. 12. One back door was completely destroyed. Another back door was damaged by a pry tool. Mr. Schonemann could not find anything missing from the residence.

Associate Division The following are traffic cases which were heard in the Circuit Court of Daviess County involving a plea of guilty without contest and payment by mail of the standard fine plus court costs. The total fines assessed for defendants who reside outside of Missouri was $419.50 for seven cases. Total fines assessed for defendants who reside in Missouri was $291.00 for six cases. Court costs collected for the State of Missouri amount to $58.50 for moving traffic violations. Missouri defendants, offenses and fines are listed below:

Civil Court
Breach of contract: Capital One Bank vs. Clay A. Porter was dismissed by the parties.
Suit on account: Midland Funding vs. Terry Teel received a change of venue to Jackson County.
Small claims: Wendy Cannell vs. Steven Holcomb was dismissed by the court without prejudice.
In Arrow Financial Services vs. Jack D. Berten Jr., the default judgment was set aside and the case was dismissed without prejudice.
