The bid for grader operations at $15 per hour and for park mowing and maintenance at $35 per time was awarded to Hobart Hiley by the Winston Board of Trustees during their Nov. 1 meeting.

During public comment Kandy Caldwell said that the corner near her house has deep ruts and needs grading and rock.

Bills were paid. The 2011 budget proposals were submitted. Sewer and trash bills are going up as costs rise. A budget proposal for street funds was submitted.

Melvin McFee reported during sewer maintenance report that all equipment is running well.

Jerry Lusk reported on repairs to the grader.

Three "Fire Lane-No Parking in Alley" signs were installed at the entrances to the alley south of the firehouse. The fire chief thanked the board and said the alley is clear now.

Restrooms at the park were winterized. A "For City Use Only" sign was placed at the dumpster.

The emergency siren was tested and worked fine.

The Christmas lighting contest was discontinued.

The ordinance requiring property owners to maintain easements was left the same.

An ordinance to establish permanent no parking and fire lanes, and to authorize towing of vehicles was read by title.

An ordinance to prohibit the private use of trash receptacles at village parks was read by title. Two signs were ordered.

A resolution to join a committee to explore cooperation among towns in Daviess County on matters of mutual interest was read by title. The committee will work toward a municipal court system. No agreement will be binding until approved by each town. Lucille Lusk will the Winston delegate.

Board members reported on various dogs running loose.

It was suggested that the board consider whether to require registration of dogs so that the current rabies vaccinations can be confirmed.

The board discussed possibly taking action on inoperable vehicles being parked on streets, buildup of car parts, trash and other nuisances on property, and the junk vehicles being placed on the old ballfield.
