County Commission
James Lewis, road and bridge supervisor, reported that they will be working in Harrison Township widening a bridge and installing a culvert.
Bills were audited and paid.
Bill Walker, Jefferson Township landowner, met with the commission regarding the road conditions of an unimproved road on the south side of their property. The brush had been removed several years ago, but the township had never maintained the road. The commission will contact the township and other landowners involved.
Sheriff Ben Becerra met with the commission concerning his budget and vehicle repair expenditures.
Tonya Lohman from the Missouri Department of Transportation office in Cameron met with the commission to discuss the conditions of state routes in the county. Several sites and issues were discussed.
Steve Cheavens, State Emergency Management Agency, met with the commission regarding the 2010 disaster.
The commission executed an agreement with Missouri Department of Transportation for BRO project (32), bridge number 427009 over Brushy Creek in Grand River Township. All copies were returned for the MODOT signatures.
Assessor Betty Harmison filed her certificate of training for 2010.
The clerk’s office was contacted by Nixon and Company, Inc., insurance adjusters. They were given copies of state bridge inspections on bridge 2830029 in Jefferson Township. This five-ton load limit bridge collapsed last week when crossed by a gravel truck.
In the afternoon, the commission inspected roads in Grand River, Liberty, Marion, and Jefferson Townships.

Sheriff’s Office
Poeun Phoung, 40, Kansas City was arrested Sept. 10 on three counts of felony non-support. He posted $15,000 bond.
Gregory Dana, 53, Trenton, was arrested Sept. 13 when his bond was revoked on an original charge of tampering. Bond was denied.
Paula Delp, 46, Jamesport, was arrested Sept. 8 on a Harrison County warrant for failure to appear on a felony charge of passing bad checks and a Cole County warrant for misdemeanor passing bad checks. She posted $700 bond.
Juan Franco, 35, Columbia, was arrested Sept. 9 for misdemeanor no valid license. He posted $350 bond.
Donald King, 37, Gallatin, was arrested Sept. 10 for misdemeanor DWI. He was held for 12-hours detoxification, and a summons was issued.
Circuit Court
On Sept. 7, a motion by the State of Missouri to join the jury trials of Daniel Froman and Pauline Froman was denied by Judge Daniel Chadwick. The motion was filed by Daviess County prosecutor Annie Gibson. Danny and Pauline Froman are facing identical grain theft charges as owners of the now defunct Gallatin Grain Company.
On Sept. 7, a motion for reduction of bond was granted to Michael Lynn Malone. He is charged with failure to register as sex offender. He posted 10% of $15,000 on Sept. 9.
On Sept. 10, Judge Jason Kanoy granted a motion for change of judge to Shane Ott, who is charged with armed criminal action, assault first degree, and three counts of discharging firearm from vehicle. The case has been transferred to the presiding judge for reassignment.
Civil cases filed: Certificates of lien, DOR, taxes, were filed by the State ex rel against each of the following, Tracey L. Huitt, Calvin L. Jones, and Albert W. McAfee.
Associate Division
Ronald Lee Patterson, Kansas City, was charged Sept. 7 with three counts of possession with intent to distribute. Bennie Brown Jr., Kansas City, was charged Sept. 7 with possession of controlled substance. The charges against Patterson and Brown are in connection with a traffic stop on I-35 on July 13 in which they were found to be in possession of marijuana and cocaine.
Defendants found guilty in the Associate Division of the Circuit Court of Daviess County are listed below with the offense and fine assessed. Additionally, court costs collected for the State of Missouri amount to $68.50 for moving traffic violations and $116.50 in most criminal cases. Judge Daren Adkins presided over the following cases.
Edward Sanders, Kansas City, false impersonation, 30 days jail, $25 fine; no valid license, 30 days jail, $25 fine.
Antoinette Spence, Breckenridge, no valid license, 48 hours jail; displayed plates of another, $78.50.
Rashad R. Ivy, Houston, Texas, no valid license, $150; speeding, $148.50.
Jeremy W. Wilson, Gallatin, probation violation on original charge of violated provisions of intermediate driver’s license, probation extended for one year.
Dehanna J.R. Clark, Kansas City, probation violation on original charge of driving while revoked, probation revoked, 30 days jail; probation violation on original charge of driving while intoxicated, probation revoked, 30 days jail, sentences to run concurrently.
Charles C. Nnantah, Johnston, Iowa, speeding, $118.50.
Leah K. Waggoner, Pattonsburg, theft/stealing, 60 days jail, suspended execution of sentence, two years probation, $25 fine.
Janice M. Sloan, Cameron, failure to drive on right half of roadway resulting in accident, $28.50.
Pamela J. Litton, Hamilton, passing bad checks, four counts, suspended imposition of sentence, two years probation.
Terry L. Pullen, Maysville, probation violation on original charge of criminal non-support, probation extended for one year.

The following are traffic cases which were heard in the Circuit Court of Daviess County involving a plea of guilty without contest and payment by mail of the standard fine plus court costs. The total fines assessed for defendants who reside outside of Missouri was $4,451 for 69 cases. Total fines assessed for defendants who reside in Missouri was $341 for six cases. Suit on account: A default judgment was entered for Midwestern Health and against Shawn and Rhonda K. Huston.
