Two prisoners at the Daviess-DeKalb Regional Jail attempted to escape June 30 by prying metal apart next to a ventilation area in their cell to gain access to the attic of the jail. From the attic, they attempted to gain access to the exterior of the jail through a vent, causing significant damage to the roof of their cell. Jail personnel apprehended the pair while they were still in the attic.
Travis Evans, 20, Osborn, and Nicholas McCleary, 26, Rayville, were each charged with attempted escape from confinement and damage to jail property, class D felonies. Bond was set at $15,000 each, and they continue as prisoners at the regional jail.
Brian Coombs, 17, Jamesport, was arrested July 6 for burglary. He was held for 24 hours and released.
William Fleming, 34, Gladstone, was arrested July 3 for possession of drug paraphernalia. He was released with a summons.
Felix Omari-Gwaro, 32, Fridley, Minn., was arrested July 5 for no valid license. He posted $500 bond.
Charles Nicolas Burrell, 21, St. Joseph, was arrested July 4 for misdemeanor DWI. He was released after a 12-hour hold.
County Commission
James Lewis, road and bridge supervisor, reported that they have completed the replacement of the low-water crossing with a culvert on the Daviess-Caldwell County line. Caldwell County will be billed for 50 percent. This week they plan to install two culverts in Benton Township.
Tom Sullivan, Liberty Township, met with the Commission regarding brush removal and the procedures for the vacation of approximately 75% of 190th Street from Nickel Avenue to State Route DD.
Bills were audited and paid.
Following the recommendation of the Daviess County Library board, Danny Heldenbrand moved to appoint Sandy Evans to that board for renewal of a four year term, expiring July 2014. David Cox seconded. Cox – yes; Heldenbrand – yes; Critten – yes.
Ben Becerra, sheriff, met with the commission to report that the roof is again leaking at the property storage building. The commission will inspect. He also questioned the commissioners’ opinions regarding the deputies working part-time at the regional jail.
The Access II administrator and a board member met with the commission regarding repairs underway at their building on West Johnson Street leased from the county.
Steve Cheavens, State Emergency Management Agency, contacted the commission concerning recent flooding. He will make inspections during the next week.
Annie Gibson, prosecuting attorney, met with the commission giving her opinion that the easement offered to the county from MoDOT is of no benefit.
Lance Critten reported that Marcie Heckenbach and Julie Osborn have been appointed to fill vacancies on the Daviess County Board for the Developmentally Disabled.
At 1:30 p.m., the commission adjourned the regular meeting to meet as the County Board of Equalization.

Circuit Court
On June 28, probation was extended one year for William R. Helm on one count of non-support.
Orval and Mary Hughes vs. Hunt Midwest Mining Inc., a breach of contract case, was dismissed by the court with prejudice.
Civil cases filed: Viking Valley Association vs. Aspen Enterprises, LLC, breach of contract; American Residential vs. Natale and Kimberly Conforti, application to enforce mechanic’s lien; Jerry A. King vs. Donna M. King, dissolution of marriage.
Associate Division
Defendants found guilty in the Associate Division of the Circuit Court of Daviess County are listed below with the offense and fine assessed. Additionally, court costs collected for the State of Missouri amount to $68.50 for moving traffic violations and $116.50 in most criminal cases. Judge Daren Adkins presided over the following cases:
James E. Sayles, Liberty, careless and imprudent driving involving an accident, five days jail, $25; driving while intoxicated, 10 days jail, $25; possession of marijuana, 30 days jail, $25.
Scott H. Farrow, Peculiar, probation violation on original charge of criminal non-support, probation revoked, sentence executed, six months jail.
William F. Austin, Coral Stream, Ill., possession of marijuana, 48 hours jail, board bill paid by defendant; possession of drug paraphernalia, $150.
