Charlie Plunkett, 17, Jamesport, was arrested May 14 for receiving stolen property. The arrest was made after a report from victim Gary L. Critten that a large sum of cash had been stolen from his briefcase at his home on Highway 6, Gallatin.
During the investigation by Deputy Todd Watson, a 14-year-old male confessed to stealing the money and giving it to Plunkett. Plunkett had $220 in his possession and several items which he had purchased with the stolen money. A total of $2,256 was recovered.
Plunkett is being held at the regional jail on $35,000 bond.
Brian T. Nolty, 24, Janesville, Wis., was arrested May 13 for possession of marijuana and unlawful use of drug paraphernalia. He posted $750 bond.
Travis Swank, 19, Chillicothe, was arrested May 16 for misdemeanor possession of drug paraphernalia.
Circuit Court
Charges have been filed and warrants issued in a case dating back to November of 2009. Robert A. Iser, Kansas City, and Laurie Elizabeth Hobbs, Cameron, have each been charged with three felony counts of possession with intent to distribute, as well as three misdemeanors, possession of marijuana and two counts of drug paraphernalia. The charges stem from a traffic stop for a lane violation on Missouri Highway 6 and Route V on Nov. 5, 2009.
During the traffic stop, Trooper A.K. Griffin conducted a probable cause search of the vehicle driven by Hobbs. The search revealed marijuana, lorazepam and clonazepam pills, five baggies of a white crystal substance and paraphernalia, as well as four hypodermic needles.
Bond has been set at $75,000 each.
Before Judge Larry Dale Harman on May 14, the following cases were heard:
Daniel Froman waived formal arraignment and plead not guilty. The case was set for Oct. 25, 2010. In State vs. Pauline Froman, a motion for change of judge was granted. The Fromans are each charged with 22 counts of grain theft and three counts of filing false financial statements.
Probation was revoked for Skylar M. Manion and his sentences of seven years for arson and four years for attempted arson were ordered executed, to be served consecutively, under a separate order for institutional drug treatment. On two other counts of arson, probation was continued.
Before Judge James Valbracht on May 13, the following case was heard: A motion to terminate probation was granted to Geoffrey D. Moore.
Cases bound over from the Associate Division to the Circuit Court: State vs. Jason S. Hines, Altamont, three counts of statutory rape, furnish pornographic material to a minor, and child molestation second degree; State vs. Michael Lynn Malone, Winston, failure to register as a sex offender.
Civil cases filed: NAPUS Federal Credit Union vs. Jill D. Horvatin, breach of contract; In Re Teresa C. Arroyo, change of name;
Orville W. Newberry vs. Daviess County Prosecutor, Daviess County Sheriff’s Office, and Missouri Highway Patrol, petition to remove name from Missouri sex offender registry;

A transcript judgment was entered for the Division of Employment Security and against Michael D. Arnold.

Associate Division
Defendants found guilty in the Associate Division of the Circuit Court of Daviess County are listee below with the offense and fine assessed. Additionally, court costs collected for the State of Missouri amount to $68.50 for moving traffic violations and $116.50 in most criminal cases.

County Commission
James Lewis, road and bridge supervisor, reported that due to all the rainfall, repairs will be made when possible and accessible.
Wendell Burns, Marion Township board member, met with the commission discussing the need for a large culvert replacement and other road and brush issues.
Dave Allen, road and bridge department, met with the commission reporting that he has nearly completed Jackson Township. He will begin in Harrison and Monroe Townships when the weather and road conditions improve.
Several residents of Colfax Township have voiced complaints regarding the road conditions in that township. The commission has no jurisdiction over the township board, but will discuss the matter with them.
Larry Belshe, Central Dispatch board, met with the commission regarding common concerns.
Jim Baker, Sheridan Township, met with the commission questioning the date for CART rock to be delivered. The last report from James Lewis was that the quarries had not yet crushed enough supply.
In the afternoon the commissioners inspected roads in Colfax, Liberty and Marion Townships. Brush letters will be sent to two landowners.
Bob Burnett, Snyder and Associates Engineering, contacted the commission reporting that BRO funds are scheduled to be released soon. At that time county bridge BRO 31, in Grand River Township, may be bid for construction.

May 10, 2010
James Lewis, bridge supervisor, reported that they will make culvert and any other repairs needed this week.
Bills were audited and paid.
The Salem Township board notified the commission of a vacancy on the board with the recommendation that Orville Davidson be appointed to the board. David Cox moved that Mr. Davidson be appointed to fill the vacancy. Danny Heldenbrand seconded. Cox – yes; Heldenbrand – yes; Critten – yes.
John Gorman met with the commission for inspection of the dome. The work was satisfactory and Mr. Gorman was paid.
Missouri Department of Social Services filed the county’s copy of the Amended Supplemental Cooperative Agreement for child support.
Central Dispatch filed copies of National Incident Management System certifications for Paul Pierce, Teresa Carder, Mary Teel, Tamara Jones, Dana Carder, Keri Sterneker and Marjorie Barlow.
Georgia Maxwell, Recorder of Deeds, filed her certificate of training for 2010.
In the afternoon, the Commission inspected roads and brush in Jamesport Township.
The State Emergency Management Agency requested copies of final documentation for the 2008 flood. Those were duplicated and mailed.
