Winston City Clerk Lucille Lusk explained the proposed agreement with Venture Crew 167 to provide skid loader work as requested by Winston for road maintenance at $30 per hour for both equipment use and operation during the regular meeting of the Winston Board of Trustees held March 1.

Melvin Lee, Venture Crew 167 advisor, spoke of the agreement and how it would work. The board carried a motion to approve the agreement.
The clerk explained the proposed agreement with Colfax Township to provide road grading work as requested by Winston at $75 per hour for both equipment use and operation. The board carried a motion to approve the agreement.
The board paid the bills and donated $100 for the Winston Easter Party.
Tom Kober reported that a couple of utility cutoffs may be required due to delinquencies.
A water sample has been taken and the sewer maintenance report has been turned in.
Bill Michael reported that five hours of skid loader work was done for snow removal on the streets.
Jerry Lusk reported that Winston FFA has finished painting the picnic tables and returned them to the park. They look great in blue and gold with the FFA logo. The board expressed appreciation for the excellent work of the FFA students.
The clerk reported that it is time for the annual ordinance review. The street lighting contract with AmerenUE has expired and will be placed on the agenda for renewal at the next meeting. Victor Stroup has requested to reserve the park for an auction on April 9 and the board approved a motion to allow the sale.
The board approve temporary road closings as required for Jesse James Days.
The board carried a motion to pay Dean Lawson $15 per hour for the use of his tractor, including 21 hours of snow removal in January.
The board decided to table the repair of the Winston grader.
Further discussion was held regarding seeking a grant for road maintenance equipment, but since Winston only qualifies for a 35% grant and lacks the funds to cover 65%, no further action was taken at this time.
Board members asked the clerk to prepare a road maintenance ordinance, including requiring all vehicles to be off the streets when maintenance is scheduled, with authority to order towing of vehicles that are still on the streets after notice is given.
An ordinance to revise fees for road grading and maintenance, equipment usage and other fees and payments received first and second readings and was adopted by the board.
Reappointment of the clerk will be on the agenda for the organization meeting in April.
Chairman Eaton and Jerry Lusk still need to coordinate a dog patrol.
