James Lewis, bridge supervisor, reported that they will make repairs on equipment and other repairs as needed this week.

Bills were audited and paid.

Lance Critten, David Cox and Danny Heldenbrand filed their certificates of training for 2010.

The commission discussed mileage reimbursements. The county reimbursement will be made according to IRS guidelines at $.50 per mile.

A memorandum of agreement was executed with the Green Hills Regional Planning Commission. Roy Pendleton was appointed to the Board of Directors as the citizen representative, Lance Critten the county representative, and Zac Johnson, the city representative. Annie Gibson was appointed as the representative to serve on the Green Hills Rural Development Board of Directors.

An agreement was also signed with the Region H Homeland Security Regional Response System. Lance Critten was appointed to the HSRT Board with David Cox the alternate.

The clerk submitted the Consumer Price Index report from the State Tax Commission showing the rate at 2.7%.

Jim Lasher, Grand River Township, met with the Commission regarding the status of the CART program for 2009 and the financial reports due in that township.

Becky Simpson, Extension Council, met with the commission regarding the annual meeting and the Monsanto "American Farmers Grow Communities" project.

At 12 p.m., the commission attended a meeting of the Local Emergency Planning Commission at the Daviess County Health Department.

The commission reviewed the latest draft of the personnel policy and will take action in the next meeting.

Sheriff’s Office

Jason S. Hines, 33, Altamont, was charged Feb. 11 with two counts of statutory rape second degree, class C felony. He is accused of having sexual intercourse with a 15-year-old female at his residence and in his vehicle, between November 2009 and January 2010. He is being held on $45,000 bond.

Michael Brooks, 35, Cameron, was arrested Feb. 10 for failure to appear on two counts of non-support, class D felony. Bond was set at $30,000.

Wayne Wollam, 31, Winston, was charged Feb. 9 with domestic assault third degree, class A misdemeanor. He posted $750 bond.

Circuit Court

The following cases were heard by Judge J. Bartley Spear on Feb. 11:

Brent L. Trimble was sentenced to six years in the Department of Corrections for abuse of a child, class C felony, execution of sentence suspended. He received five years probation.

Andrew McBroom was sentenced to four years in the Department of Corrections for felony passing bad checks, to be served consecutively to sentences he is currently serving.

The following cases were heard by Judge Daren Adkins on Feb. 8:

A warrant was issued for Michael S. Brooks, who failed to appear on two charges on felony non-support. Bond was set at $15,000 on each count.

The imposition of sentence was suspended for Michael S. Billingsley on three counts of felony non-support. He was placed on five years probation.

Jeffrey Joe Crosthwait received approval for a change of judge and was arraigned before Judge James Valbracht on Feb. 9 for DWI, chronic offender, driving while revoked, possession of marijuana, paraphernalia, failure to maintain financial responsibility and a traffic infraction.

Also before Judge Valbracht, Deanna R. Mason admitted probation violations and was sentenced to seven years in the Department of Corrections on each of three charges, possession of controlled substance, possession of anhydrous ammonia in non-approved container, and possession of methamphetamine precursors, sentences to run concurrently.

Shawn P. Bunch and Cynthis M. Bunch each plead guilty to one count of endangering the welfare of a child in the first degree, class C felony. Sentence assessment reports were ordered for each defendant.

 Cases bound over from Associate Division to Circuit Court: State vs. Patrick L. Beck, Kansas City, non-support, class D felony; State vs. Kenneth E. Archer, child molestation first degree, two counts, class B felony.

Civil cases filed: BAC Home Loans et al vs. Brian King et al, unlawful detainer.

The following are traffic cases which were heard in the Circuit Court of Daviess County involving a plea of guilty without contest and payment by mail of the standard fine plus court costs. The total fines assessed for defendants who reside outside of Missouri was $566.50 for 10 cases. The total fines assessed for defendants who reside in Missouri was $68.50 for two cases. Court costs collected for the State of Missouri amount to $58.50 for moving traffic violations. Missouri defendants, offenses and fines are listed below:

No seat belt: Tanner R. Ferguson, St. Joseph, $10.

Ryan L. Cox, Bethany, failed to stop at posted stop sign, $28.50; no insurance, $103.50, and failed to register motor vehicle with DOR, $38.50.
