During the street maintenance report at the regular meeting of the Village of Winston Board of Trustees held Monday, Feb. 1, Bill Michael said it will cost about $3,500 to repair the road grader. He mentioned that another town in the area wrote a grant and got a new grader. There was discussion about pursuing a grant. Winston only qualifies for 35% grants. The board considered who they could get to do the fund-raising for the remaining 65% of the cost. It was noted that the Green Hills Rural Planning Commission assists with grants for a fee.
Jerry Lusk reported on meeting with the Colfax Township about maintaining the school snow route from Highway 69 down Division and Third Street to Highway Y as they had done in past years. They agreed to do so after Winston marks the location of the manholes and paints the covers with a bright color. Those things will be done by Mr. Lusk as soon as the ice and snow melts.
Mr. Lusk said there was brief discussion of the possibility of contracting with the Township for grading all the Winston roads. The board agreed to have Mr. Lusk and the clerk proceed with information-gathering on the subject prior to the next meeting.
During public comments, Dean Lawson asked the board to reimburse him $15 per hour for the use of his own tractor for snow clearing. The board agreed to place an item on the next agenda regarding reimbursement for January and future use of his personal tractor. If approved, it will be necessary to separately identify the reimbursement on his billing.
In other business, the clerk reported that, upon review, the village property and liability insurance policy premium was reduced by renewal credits based on claims experience. The board agreed to decline terrorism coverage. Bills were paid.
The clerk reported that the semi-annual financial report was posted Jan. 5 at the Town Hall, Post Office, Pit Stop, Michael Enterprises, Winston School and the Firehouse.
During the utilities report, Tom Kober stated that most of the delinquent accounts have paid, including one from a bank handling a foreclosure.
During the sewer maintenance report, Melvin McFee reported that a new pump was installed at lift station #1 and a new rheostat at #2. He has ordered an additional two rheostats. There is a great deal of surface runoff going through #2 and one pump won’t handle it at those times.
The clerk reported that election certification has been submitted to the county clerk. Arvella Eaton and Bill Michael have filed for reelection to the town board.
After two readings a bill was adopted to provide an option for free use of the Town Hall for Winston-based government and community organizations and to clarify usage by the townships and for elections.
During the report on ordinance enforcement/animal control, the board noted that Chairman Eaton will coordinate a dog patrol with Jerry Lusk.
A complaint was filed with the board regarding a large dog that attacked a small dog, leaving puncture wounds to the belly and leg of the small dog. The clerk was directed to follow up that complaint under Winston’s animal control ordinances.
Vic Stroup advised the board that there are some street lights out. Two were identified by number and Chairman Eaton agreed to get the number of the third for the clerk, who will then contact Ameren for repair.
Board members present at the Feb. 1 meeting were Arvella Eaton, Jerry Lusk, Bill Michael, Randy Turner. Cindy Ball was excused. Others present: Lucille Lusk, Tom Kober, Melvin McFee, Virginia Stroup, Vic Stroup. Dean Lawson arrived later.
