During the street maintenance report given during the regular meeting of the Village of Winston Board of Trustees held Jan. 4, Dean Lawson reported that the road grader needs work on the brakes, and may have problems with an oil leak, the control lever hydraulic unit, and glow plugs.
Bill Michael will check on the cost. He also reported that the ditch bank at McGee and Hamilton has fallen in some and needs to be a first priority for repair when the weather warms.
The monthly financial reports were submitted. The clerk told the board a donation of $12 has been requested by the Winston Elementary School for "Beanies for Baghdad" and the board approved a check.
The financial reports were approved and bills paid.
As requested by the utilities clerk, Jerry Lusk moved to transfer $1,500 from the reserve fund to the utilities operating fund.
During the sewer maintenance report Melvin McFee reported that everything is running well.
The 2009 budget amendment was approved as proposed.
The board discussed and agreed upon the value of the lift stations and other village-owned property for insurance purposes and the chairman directed the clerk to provide that information to the insurance carrier.
An amendment ordinance (Schedule of Fees) to remove obsolete date references, update lagoon fee and other fees and payments was adopted after first and second readings.
During ordinance enforcement/animal control, Jerry Lusk reported a warning notice sent by certified mail regarding a dangerous dog threatening passersby and trespassing on his property in a menacing manner. A follow up call was made, and the owner declined to voluntarily release the dog but has agreed to keep the dog confined. Jerry spoke with Sheriff Becerra who said that when there are two complaints of an aggressive dog where people feel endangered, his office can issue a subpoena for pickup. Chairman Eaton mentioned that there also appears to be a couple of strays around.
Board members present at the Jan. 4 meeting were Arvella Eaton, Jerry Lusk, Cindy Ball, Bill Michael. Randy Turner was excused. Others present: Lucille Lusk, Tom Kober, Melvin McFee.
