Tom Chapman, Chillicothe attorney and lifelong resident of Livingston County, has announced that he is forming an exploratory committee to seek support and advice as he considers running for the position of Circuit Court judge, in light of the retirement of Circuit Court Judge Warren McElwain.

"I m sorry to hear that Judge McElwain is retiring;" said Chapman, "however, his announcement has created a unique opportunity for me to serve this area in a rewarding way and give back to a community that has provided such a great place for me and my family to live. In the coming weeks, I will be talking with my wife and children, my friends and colleagues, as well as the people of this judicial circuit, to hear their thoughts and seek their support."
Chapman is an attorney with the law firm of Chapman, Cowherd, Turner and Tschannen, P.C.; and has practiced law in the 43rd Circuit for over 18 years. He is a fourth generation attorney, and has been active in the region and his community, where he currently serves as the president of the Board of Education for Chillicothe R-II School District.
Chapman is a past president and 18-year member of the Chillicothe Rotary Club. He has been active in local economic development initiatives as past president of the Chillicothe Development Corporation and past chairman of the Greater Chillicothe Visitors Region Board. He and his family attend the First Baptist Church, where he is a lifelong member.
Chapman and his wife Lindy, who serves as the executive director of the Chillicothe Area Chamber of Commerce, and their three children reside in Chillicothe.
Chapman received his undergraduate degree from Westminster College in Fulton, his law degree from University of Virginia; and his Masters in Tax Law from the University of Missouri, Kansas City.
The 43rd Judicial Circuit includes the counties of Caldwell, Clinton, Daviess, DeKalb, and Livingston.
