During 2009, the Daviess County Sheriff’s Office has been awarded a total of $52,780 in state and federal grants.

The first grant was a FY 2006 Law Enforcement Terrorism Prevention Program through Homeland Security/ State Emergency Management Agency. The grant was awarded and in operation in March 2009 for the purchase of a Livescan instrument at the cost of $37,850. The Livescan instrument is used to accelerate information sharing, threat recognition and intervention in the State of Missouri.

The system is used to electronically fingerprint and photograph individuals arrested for a crime and to register sex offenders. The system is also used for quick identification when needed. Once the subject has been fingerprinted, palms printed and photographed on the system, it will electronically send the images to the Automated Fingerprint Identification System for recognition.

The old method, using an ink pad and fingerprint cards, took approximately 2-4 weeks to complete. With the Livescan system, it takes less than one hour.

The second grant received was a Local Law Enforcement Block Grant through the Missouri Department of Public Safety, funded through the U.S. Department of Justice. This grant was the 2009 Recovery Act for Technology Enhancement, in the amount of $9,060 for the purchase of three Martel in-car digital camera systems. The cameras record all traffic stops or other incidents with video and audio. This new technology will enhance officer safety and evidence for prosecution. Notification of the award was on Sept. 15, 2009. Funds have not yet arrived.

The third grant received was from the State Homeland Security Grant Program, in the amount of $4,740 for the purchase of three Kenwood hand-held radios. Through this grant process during the past three years, the sheriff’s office has received five mobile Kenwood radios for each of the vehicles and three Motorola hand-held radios. These radios put the Daviess County Sheriff’s Office in compliance with the Federal Inoperative Communications Guidelines which go into effect in 2013. The three Kenwood radios were awarded on Aug. 4, 2009 and are currently in use.

The fourth grant awarded to the sheriff’s office is the Bulletproof Vest Partnership grant through the Bureau of Justice Assistance Program. The award was $1,130 to pay for half of the cost of four bulletproof vests. Officers will be fitted into their new vests in the near future at Alamar Police Supply in North Kansas City. The new vests will be the newest type of vest on the market today and will replace those purchased on a 2004 Local Law Enforcement Block Grant.
