Don Cailouet with Layne Western submitted specific capacity test results on all three wells to the Gallatin Board of Aldermen during their regular meeting held July 24. Doug Schulte with Snyder & Associates discussed the pilot process and the board discussed the financing procedures with MPUA for the new water plant project.

Public comments were made regarding the hearing in the park shelter building and a raw sewage smell on West Berry.

Teddy Holcomb stated that Robert Feigly finished the hot mix project. The city crew has been working on the water leak out by the school.

Police Chief Mark Richards reported on activity from July 13-24. No tickets were given. There are five dogs in the pound. Chief Richards stated that he has been working on several code issues. He has also been working on a golf cart ordinance that has been currently sent to the city attorney.

Bills in the amount of $45,340.95 were approved for payment.

During old business, discussion was held on bid process limitation and cable lines.

An ordinance to support Gallatin’s participation in the Great Northwest Wholesale Water Commission received first and second readings. An ordinance authorizing the city administrator to sign and execute the joint contract with the water commission was approved after first and second reading. The board appointed Mr. Johnson as the primary representative and Mayor Barb Ballew as the alternate representative for the commission.

Mr. Johnson commented that the city’s annual insurance review on loss control/safety went very well. Discussion was held on checking into requirements for the city to have an on-call contractor.

The board entered into closed session pursuant to legal actions and litigation and hiring, firing, disciplining or promoting employees.

The next meeting will begin at 5:45 p.m. for the tax rate hearing on Monday, Aug. 10. The city’s auditor Scott Stephens is expected to be present to discuss the 2008 audit report.
