City Administrator Zac Johnson discussed financing through MPUA for the water plant project and proposed water rates with the Gallatin Board of Aldermen during their regular meeting held Monday, July 13, at Dockery Park shelter house.

Mr. Johnson also stated that he will be attending the Great Northwest Wholesale Water Commission meeting this week to express Gallatin’s interest in joining the group.

Public comments were made regarding city employees, a tube at the Rest Easy apartments; a ditch by Access II; a water leak; and the new streets.

Police Chief Mark Richards reported on activity from June 22 to July 13. The following reports were taken and tickets given: one assault; one unlawful burning; one peace disturbance; one unlawful use of weapon; three stealing; two lost license plate; five property damage. There are five dogs in the pound. Chief Richards stated that he is working on an ordinance to allow golf carts to be operated upon city streets. Certain requirements would apply such as lighting, mirror, drivers license, seat belts for under five years of age, city sticker and proof of insurance.

Bills in the amount of $149,815.55 were approved for payment.

During old business, discussion was held on energy electrical audits for homes; property and liability insurance; and setting a monetary limit for the city’s bidding process.

Discussion was held on the 2009 semi-annual financial review during new business, and the board approved the review for publication.

The board discussed enforcing what debris is taken to the city dump. Tree limbs, brush, and wood are the only materials allowed to be dumped. All other materials dumped are subject to a fine.

Mr. Johnson said the city did not receive the transportation enhancement grant for the sidewalks around the sqare.

Mr. Johnson said that MARCIT (recently changed to Midwest Public Risk) was to be in town Tuesday to conduct their annual insurance audit.

He stated that the street crew would begin the cold mix street project soon.

The 2008 audit was handed out to the board. The city’s auditor, Scott Stephens, should be attending the next meeting to go over the audit and answer any questions.

Next board meeting was set for 1 p.m. on Friday, July 24, at the Dockery Park shelter building.

Comments by aldermen were made regarding a police officer complaint; electric line on E. Richardson; possible stop sign at Berry & Clay; building on the corner of Hwy. 13 and E. Jackson; and unlicenced vehicles on W. Grand.

Mayor Ballew expressed her appreciation to the board and the community for their understanding during her difficult family issues and apologized for missing two meetings during the past couple of months.

The board entered into closed session pursuant to legal actions and litigation, lease purchase, real estate, hiring, firing, disciplining or promoting employees.
