Discussion was held on the street proposal for this summer during the regular meeting of the Gallatin Board of Aldermen held Monday, May 11. A motion carried to approve the hot mix program for the summer of 2009, not to exceed $50,000.

Discussion was held with Don Cailouet (Layne Western) regarding draw down tests that were taken at the wells in 2006. The tests need to be taken again to compare to the numbers in 2006 to present. Layne Western’s bid of $4,800 to complete specific capacity tests on all three wells was accepted by the board.

Public comments were made regarding loud outdoor music at a local establishment.

Police Chief Mark Richards reported on activity from April 27 to May 11. The following reports were taken and tickets given: one accident; one no dog license; one statutory sodomy; two vicious dogs; two riding ATV after dark; one no ATV helmet; one warrant served; two dogs at large; two no city dog license. There are four dogs in the pound.

Police Chief Richards stated that the city police have inspected 15 properties for code violations and two have been given extensions. Four have been completely cleaned and are no longer in violation. Discussion was held on the storm siren. The current policy is to set the siren off when Gallatin is under a tornado warning.

Bills in the amount of $164,957.96 were approved for payment.

City Administrator Zac Johnson commented that the city is still waiting to hear from DNR Drinking Water Review Committee on the water plant study.

Discussion was held on the financial statement; public meeting procedures; and a proposal for a new copier.

No action was taken on Resolution No. 03-2009.

City Administrator Johnson stated that he attended the Great Northwest Wholesale Water Commission meeting last Friday.

Discussion was held on changing the next meeting date. The next board meeting will be held at 6 p.m. on Tuesday, May 26, at the Dockery Park building.

Comments by aldermen were made regarding energy audits and the trash service.

The board entered into closed session pursuant to legal actions and litigation and hiring, firing, disciplining or promoting employees.
