Dear former friends,
I am a graduate of Gallatin R-5 High school. I am writing this so that you will wake up and smell the coffee. Is this city working for you?
When is the last time you picked up the paper? Do you know what’s happening in your community? You are incarcerating your citizens because your dogs bark. You could be next. The city used taxpayer dollars to prosecute a city ordinance that is under the “nuisance” ordinance.
A middle-aged citizen came before Gallatin. She was not given bail. She could not pass GO… she had to go straight to JAIL. No trial. She was told not to speak or she would be down the river for 6 months. There was no trial. The judge and lady prosecutor don’t have any real criminals to prosecute so they put a lady in jail that has only tried to help the abused, abandoned and neglected domesticated animals that people threw out of their cars to fend for themselves. They come to her door and knock and then come right on in to her private residence and ticket her because she has more than three dogs and guess what? The dogs BARKED. Hmm … dogs bark when they come onto your property. Residents complain. They harass, they embarrass and then they get their way.
I am so glad my father is not around to see this town. Where is the outrage?
Someone can’t sleep at night because he heard dogs barking. Must have been my sister’s dogs. No other dogs bark in Gallatin except her dogs. Could not be the one that has more dogs than my sister because they don’t bark. The law is not applied equally in this town. Only to those who ruffle the city council feathers and speak up for what is right for you. Kind of like a watch dog for Gallatin. Some would say a thorn in their side. Others might say looking out for the citizens of Gallatin. Like her or not, darkness always will shy away when the light is shined upon them. Or they will send you down the river.
Alright back to BOW-WOW. So if you are harboring more than 3 dogs over 4 months old at your residence, and if they bark, beware you could be the next target. If you speak your mind to the city council meeting about important matters like the city water treatment system that you are going to pay for to the tune of 3 million dollars or more and if you like what your tax dollars are going for like the lack of “snow removal” and trash pickup then speak up.
Does anybody care about the blight of your town? Your buildings are collapsing and need repair. This is the county seat of Daviess County. This used to be a place where people cared about each other and had pride for their town, their Bulldogs, their McDonald Tea Room. They cared about what their elected officials did or did not do.
Let’s see, they fired the Chief of Police that was doing a good job. But they got a dandy this time. Barney Fife has nothing else to do but issue tickets to DOG owners. Hmmm … the deputy police officer in the past had inappropriate relationships with minor children but he does not get 90 days in the slammer. How about the child molester in your midst that barely was mentioned?
I am proud of my sister. At least she cared about her animals. She adopted everyone she found that needed care. These are God’s creatures and domesticated animals. They can’t find food or shelter on their own. That can’t be dewormed or given shots for parvo or have a flea bath without an owner. They are left on the streets to infect other pets or become rabid to bite you or your family. I wonder what PETA would say? Down here in the greater Kansas City area she would be heralded as a great humane person. She would probably get awards for her efforts to take care of your abused and neglected four – legged friends. She did not want recognition or awards. She wanted to be left alone to love and care for her dogs. This was at great personal expense.
Mother Theresa (now a saint) once said “You can do no great things .. only small things with great love.”
You may not feel sorry for my sister, but I do think you should for the once proud community of Gallatin. This is your tax dollars at work. Hmmm … sounds like AIG. You have a lot of BIG FISH in one little pond … Gallatin.
I used to be proud of this town. But I think the best Gallatin looks to me now is in my rearview mirror.

Editor’s note: Ms. Kean refers to her sister, Carla Arnold, who is a declared candidate for Mayor of Gallatin in the upcoming spring election. Ms. Arnold was sentenced by Judge Brent Elliott for a parole violation of the city’s animal nuisance ordinance and is currently incarcerated.
