Caleb Blomberg, 18, Plano, Texas, was arrested Feb. 22 for possession with intent to deliver, class B felony, in a traffic stop on I-35. Approximately 20 pounds of marijuana were found in the vehicle. He is also charged with unlawful use of drug paraphernalia, class A misdemeanor, and cut in on overtaken vehicle, class C misdemeanor. He is being held on $85,000 bond.
Jeffrey Strange, 46, and Toni Robbins, 46, both of Oquawka, Ill., were arrested Feb. 17, each charged with possession of marijuana, class C felony, and unlawful use of drug paraphernalia, class A misdemeanor. The arrests were made in a traffic stop on northbound I-35. Strange posted $35,000 bond. Robbins is being held in the regional jail on $35,000 bond.
Lance Wilson, 43, Gallatin, was arrested Feb. 22 for misdemeanor DWI. He was processed and held for 12-hour detoxification. A summons was issued.
Ron Kubel, 43, Winston, was arrested Feb. 18 for misdemeanor possession of paraphernalia. He posted $250 bond.
Carvette L. Seaberry, 27, Chicago, Ill., was arrested Feb. 23 for misdemeanor no valid license. He posted $500 bond.
Bond was revoked for Brian Willis, 40, McFall, on a felony domestic assault charge. He is being held on $25,000 bond.
Circuit Court
Civil Law Day was held Feb. 17, conducted by Judge Brent Elliott. The following cases were heard:
In City of Gallatin vs. Carla J. Arnold, the defendant was ordered held without bond for alleged probation violations pending a revocation hearing on Feb. 25 in an animal nuisance case.
A change of venue to Livingston County was granted in two cases, Jennifer L. Roberts vs. Hodges Farms etal, and Scott Labrozzi vs. Hodges Farms & Dredging, LLC, etal.
A dissolution of marriage was granted to Kimberly Conner from Billy Conner.
A jury trial was set for April 21 for David D. Karstens, to be heard by Judge James Valbracht. Karstens is charged with possession of controlled substance at correctional facility.
A change of venue to Livingston County was granted to Corey Ballew in a burglary case.
Criminal Law Day was conducted on Feb. 18 by Judge Brent Elliott. He heard the following cases:
Victoria Esterline was sentenced to 30 days in the regional jail for misdemeanor stealing. One felony charge was dismissed.
A jury trial was scheduled May 14, 2009, for John C. First on two felony charge of abuse of a child.
A jury trial was scheduled Mary 28 for Ryan P. Trombley, charged with theft of anhydrous ammonia, possession of anhydrous ammonia in non-approved container, not in lawful control of approved container for anhydrous ammonia, resisting arrest, and tampering with physical evidence.
A warrant was issued for Thomas J. Everman, with bond set at $70,000 cash. The defendant failed to appear for a probation violation hearing on felony charges of non-support.
A sentence assessment report was ordered for James Michael Crum. On a plea agreement, he plead guilty to amended charges of DWI, class D felony, operated motor vehicle without valid license, class A misdemeanor, possession of controlled substance, class A misdemeanor, and possession of drug paraphernalia, class A misdemeanor.
Timothy R. Meinecke plead guilty to stealing, class C felony, and a sentence assessment report was ordered.
Marcia K. Evans was ordered held without bond pending revocation hearing, for probation violations on a charge of possession of controlled substance with the intent to distribute.
Kevin L. Baker was ordered held without bond pending revocation hearing, on an original charge of operating vehicle without license, third and subsequent offense.
A warrant was issued for Jaime L. Odom for a probation violation on an original charge of possession of controlled substance.
Jay L. Thomas was ordered held without bond pending revocation hearing for alleged probation violation on a charge of operating motor vehicle without valid license.
A jury trial was scheduled for Aug. 13, 2009, for Kevin W. Caldwell on charges of distributing controlled substance near schools, class A felony, and involuntary manslaughter first degree, class C felony.
A warrant was issued for James Dockery Wilson on alleged probation violations on a charge of burglary second degree, class C felony . He was ordered held without bond pending revocation hearing on March 18.
A warrant was issued for Jared Howell for failure to appear on a charge of sexual abuse, class C felony. Bond was set at $100,000 and prior bond ordered forfeited.
Probation was revoked for George W. Delarber and previously imposed sentences were executed as follows: five years in the Department of Corrections on an original charge of domestic assault second degree, two years for resisting arrest to run consecutively, three years for assault on law enforcement officer to run consecutively, and three years for possession of marijuana to run concurrently with previous counts.
A jury trial was scheduled for June 11, 2009, for Floyd L. Curtis on a charge of domestic assault second degree.
The following cases were transferred to Judge Jason Kanoy: State vs. John J. Young, State vs. Trevor Wade Hunter, State vs. Jason Wayne Allen, State vs. Jeffrey T. Pestock, State vs. Wayne J. Parkhurst, State vs. David Wayne Cameron, and State vs. Richard W. Gibson.
Criminal cases filed: City of Gallatin vs. David L. Arnold, Gallatin, peace disturbance.
Civil cases filed: Michael Cottrell, Gilman City, vs. Cheryl Whitt, Kansas City, Crystal Pasak, Derby, Kan., and Robert Read, Las Vegas, Nev., declaratory judgment.
County Clerk
Absentee ballots for the April 7, 2009, municipal election, are now available in the county clerk’s office. Ballots may be obtained by mail or in the office any day during regular office hours and on Saturday, April 4, from 8 a.m. to noon. Voter registration for this election will close March 11.

Suits on Account: Five cases were dismissed by the parties. They were Midwestern Health vs. Clara Maize, Midland Funding vs. Miranda Ball, FIA Card Services vs. Judith D. Mansil, Midwestern Health vs. Steve McKinsey, and The New Liberty Hospital vs. Ann M. Lowe-Holcomb. A consent judgment was entered for Midwestern Health and against Raymond Loucks. Default judgments were entered for Midwestern Health and against Donna R. Malotte, and for Midwestern Health and against Frank and Mary Sgambato.

County Commission
James Lewis, bridge supervisor, reported that they are making culvert and bridge repairs, applying rip rap, as weather permits. They will install a culvert in Grand River Township on Harbor Avenue this week.
Ben Becerra, sheriff, reported that he had obtained prices from two dealerships for the purchase of a vehicle. Only one would take a trade-in. The commission unanimously accepted the offer from Red X Motors for a 2008 Chevy for $12,500 with trade-in of a 2004 Tahoe.
Kevin Heldenbrand met with the commission representing a landowner in Harrison Township. He requested information regarding the vacation of a road. A petition was given to him for the obtaining of resident signatures.
The commission discussed the 2009 CART program, examining the township maps and comparing the county records to MoDOT maps.
The commission met with Robert Cowherd, legal representative for the county, regarding the care center. He will continue with negotiations and transferal of management by March 31.
The commission met with Mary Harris, maintenance, to discuss the supervision of court appointed community service workers one day a week in the courthouse.
In the afternoon, the commission inspected roads, bridges, culverts and low-water crossings in Harrison and Monroe Townships.
