During their Oct. 31 meeting the Daviess-DeKalb Regional Jail Board considered the bad weather on the way and discussed a tractor with loader. The board agreed to advertise for bids from dealerships in Daviess and DeKalb County.

The bids for a tractor came in from four dealers from Daviess and DeKalb County during the Nov. 28 meeting. The board voted to purchase a new tractor with warranty, but have the maintenance man from the jail go and look at John Deere, McCormick and Kabota to decide which tractor would be of best use to the facility.

In other business at the October meeting, it was noted that the propane tank has been sold and is ready to be moved by the buyer.

The board voted to renew the jail’s contract with Health Professionals LTD, the medical staff for the jail, and leave all aspects the same. The board agreed to leave the split between the counties and the jail the same. Daviess and DeKalb County will pay one quarter each and the jail will pay the other half.

A TIF tax has been set up by DeKalb County for Orscheln Farm and Supply Store in Cameron. This is to recoup the estimated $387,000 over budget for their new building project. City of Cameron will send a bill out once a month for the difference in sales from 2007 to 2008 to Daviess-DeKalb County Regional Jail. The jail will be responsible to pay one half percent of the sales tax collected from the difference in sales.

The investigator position was discussed.

The board still has not received health insurance bid from Darrell Decker Insurance Company.

The board carried a vote to allow David Tolen, budget manager, to transfer CD transactions within the same bank.

The financial report, aging report and budget message were read to the board and accepted.

Sales tax income of $73,658.30 was reported for the month of October. Year to date on sales tax income was $754,680.69. Sales tax checking account had $353,835.48 in the account with a CD for $800,000 at BTC Bank, for a total of $1,153,835.48.

The jail’s commissary grossed $21,535.65. Swanson’s income was $340.22.

The jail’s operating account balance was $395,053.57 with a six month CD of $400,000 at BTC Bank and a six month CD of $300,000 at BTC Bank, for a total of $1,095,053.57.

According to the report, since Jan. 1, 2008, Daviess County has saved $259,336 on inmate housing. DeKalb County has saved $398,084.

The aging report as of Oct. 31, showed an outstanding balance of $187,027. Pok County has not yet paid.

Present at the Daviess-DeKalb County Regional Jail’s regular meeting in October were Daviess County Sheriff Kevin Heldenbrand; DeKalb County Sheriff Wes Raines; DeKalb County Presiding Commissioner Dick Lippold; Jail Administrator Larry Hadley; OSA Mary Morrow; and Budget Manager David Tolen. Daviess County Presiding Commissioner Lance Critten was absent.

During the November meeting the board decided to table discussion of an investigator until after the first of the year when the new sheriff of Daviess County takes office.

Fuel contracts were tabled until the new year.

The commissary grossed $13,426.22. Swanson’s income was $229.30.

The operating account balance for the jail is $436,864.17 with a six month CD of $400,000 at BTC Bank and a six month CD of $300,000 at BTC Bank, for a total of $1,136,864.17.

According to the report, since Jan. 01, 2008, Daviess County has saved $294,946 on inmate housing. DeKalb County has saved $438,194.

The aging reports as of Nov. 28 showed an outstanding balance of $201,921.70. Polk County has not paid yet.

Next meeting was set for 10 a.m. on Dec. 24.
