On June 26, 2008, Governor Matt Blunt announced that the Missouri Department of Economic Development (DED) has approved funds totaling $987,902 to be used in conjunction with the Neighborhood Assistance Program (NAP) for six Missouri not-for-profit organizations, including OATS, Inc.

The $15,000 allocated to OATS will be available in the form of tax credits to businesses and individuals who operate a sole proprietorship or have farm, rental or royalty income and make a donation to OATS. Tax credits will be given in the amount of 50% of the gift.

Donations made to OATS will be used to purchase and maintain vehicles, allowing for the continuation of public transportation to riders in 87 Missouri counties who depend on OATS transportation for their medical and essential shopping needs. Because the NAP donations are kept in a separate bank account and used solely for bus match, OATS can allocate any donation to a specific OATS region or county.

All donations made through this NAP program will be used solely to help volunteers raise the necessary money needed to "match" their vehicles. OATS County Support Committees have a goal of $1,500 each year for the purchase and maintenance of buses. These committees, located in most of OATS’ 87 counties, are comprised of OATS volunteers, the majority of which are riders.
