Work on the Winston Community Center has been extensive and there is more to do, but the center is ready to open during Jesse James Days (July 11-12-13) between 9 a.m. to 5 p.m. on Saturday, July 12, to introduce it to the people.

The center will hold a bake sale that day. Regular hours will begin the following week and will be Tuesday and Thursday from 2:30-5:30. Evening activities are planned at the center for once or twice a month.

Although the storm siren will not be delivered until the end of July, the recognition program will also go forward on July12, hopefully with unveiling of a plaque and recognition for the donors by Chairman Arvella Eaton.

The monthly financial reports were reviewed and checks were signed during the regular meeting of the Winston Board of Trustees held Monday, July 7. The board moved to approve the reports and pay the bills.

During the utilities report, Tom Kober reported that three delinquency letters have been sent, and he will notify Joe of any that don’t pay their bill.

Joe Salmon stated during the sewer maintenance report that Enviroline issued a credit instead of sending a refund as requested. He said he still buys parts from them, so we can use the credit.

The board moved to rekey the town hall door. John Loyd would know how to contact Forester to do the re-keying.

During the emergency management report, Jerry Lusk told the board that he now has a key to the school and is in the process of obtaining their latest emergency plan. The new PTO has an emergency drill committee to plan for a joint school-community drill.

The clerk reported that the tax levy hearing will be at the next regular meeting. She said the cost to the Winston General Fund for all costs related to the siren and recognition will be approximately $2,233.66.

A current status report from Community Center director Janna Barton was submitted, listing the work that has been done on the building renovation and start-up needs since the project was turned over to the village after the departure of the adult sponsor of the student grant. Mrs. Barton hopes to have a committee of students and adults to guide Center operations.

Bill Michael moved to authorize opening a bank account for funds raised for the Community Center, beginning with a deposit of $1,000 from the General Fund to be held in the account to avoid service charges and to be returned to the General Fund upon request or upon closing the account. The motion passed with Michael, Ball, Stroup and Eaton voting Yea, Jerry Lusk abstaining.

After considerable discussion regarding the possibility of establishing a dog leash requirement, it was felt that at this time the board should more fully utilize the existing nuisance ordinance for dogs that are causing trouble.

Chairman Eaton directed the clerk to contact Evelyn and Dale Redman or Linda Lollar and ask them to set a sewer board meeting in August at 6:30 p.m. at the Winston Town Hall, prior to Winston’s board meeting. At that time both boards could discuss meeting frequency, time and place, and the purpose of the meetings. It would then be more feasible to find people who could serve on the sewer board.

During board member comments, Jerry Lusk asked about the open flue on the roof of the town hall, and it was agreed that some kind of cover should be put on it.
