Bill Michael reported that all the rock is on the streets during the regular meeting of the Village of Winston Board of Trustees held Monday, June 2.

There is still a little ditch and culvert work to be done and he will get to that after he has caught up on some other things.

John Loyd said that we will be getting several loads of township rock before long, and Mr. Michael asked that it be placed in locations where rock is thin.

City Clerk Lucille Lusk reported that the siren recognition will be at Jesse James Days Saturday, July 12, at 1:30 p.m. after the parade. The siren will be tested at that time. Tom Kober reported that the Landmark will do the plaque as a donation, and that he will install it prior to July 12 at cost of materials. The plaque recognizes those who have contributed toward the emergency siren. Mr. Kober requested a color choice, and the board selected a deep red.

There were no applicants to interview for the community center director. This opening was advertised twice and has been posted for several weeks. Janna Barton spoke to the board and said she would be willing to do the job until someone local is found.

After discussion of Mrs. Barton’s qualifications and the requirements of the position, the board concluded that because the position is paid for with grant funds and not city funds it would be proper to hire Mrs. Barton even though she is related to a board member.

A contract worker agreement was suggested. Janna Barton was hired as an at-will contract worker for community center director. The motion passed with Eaton, Michael, Ball and Stroup voting Yea, Lusk abstaining.

Joe Salmon reported on sewer maintenance. Enviroline has agreed to either refund the payments made to them for overcharges or to maintain the amount on the books as a credit. The board agreed to request a cash refund to Winston Utilities.

During the utilities report, Tom Kober reported that the one delinquent account has paid. There will be a couple more letters to be sent with this billing.

Jerry Lusk reported that the town hall bathroom is nearly complete; there is still a small leak that he will fix, and some trim painting needs done. Bill Michael said that he will replace the damaged door on the park bathroom, and will try to get the electrical taken care of before Jesse James days.

The board discussed the status of the student town hall/community center project. The village has project funds to work with the students, for example carpet replacement if the students locate someone to install it.

The board discussed the importance of having representation on the sewer board, and considered a number of people for the appointment. Winston could have three people on the board. Bill has talked to several people and none have been able or willing to serve. Four names were identified for Arvella Eaton to contact.

Windstream is planning to bring DSL to Winston in August.

The "thanks" BBQ will be Saturday, June 7, at 3 p.m. at the park.

A community letter will be sent out.

The monthly financial reports were reviewed and checks were signed.

The board went over the budgeted funds and actual expenditures so far for the General Fund and Street Fund.

There was one written complaint from multiple people about a dog rifling through trash cans; Chairman Eaton has spoken with the owners and asked them to confine the dog on the night before and the day of trash pickup.
