Tom Kober reported to the Winston Board of Trustees during their regular meeting held Monday, May 5, that due to a surcharge that has been imposed on fuel, costs of trash service are rising. Winston has not raised the cost of trash collection to keep up with expenses for a long time. He recommended that the board increase the collection fee by $1.50 per month. The board approved an increase in the trash collection charge to $11.50 per month. There is one delinquent account to be shut off.
Joe Salmon reported that he will no longer be using Enviroline for service work because of unwarranted charges and other problems. The proposed maintenance contract with that company was never completed. There are other sources for service and parts at a more reasonable rate.
Bill Michael reported that most of the ditch work and clearing of culverts is done. One culvert has been installed, and almost $4,000 of rock has been put on the streets. More is needed. He inquired if there is any more money in the budget to finish the work. The clerk indicated that there is $10,000 budgeted for street projects to finish this work.
Reporting on town hall and park maintenance, Jerry Lusk said work was in progress to replace the bathroom vanity, sink, faucet and flooring. Bill Michael reported that he will work on the park electrical problem and ready the bathrooms for summer.
Clerk Lucille Lusk reported additional donations for the siren of $250 from QC Holdings and $500 from the Pit Stop.
An ordinance carried by the board after first and second readings to address a Community Center in the Town Hall, provide that rental fees may be higher for applicants residing outside Winston city limits, and prohibit the use of tobacco products at the Town Hall.
An ordinance carried to provide for reservation of specified park facilities for events.
An ordinance (Schedule of Fees, Fines, Taxes and Recurring Payments) carried to update existing costs and authorizations, to add a non-resident fee for rental of the town hall, and to add fees to reserve specified park facilities. Fees are as follows: No fees for reserving the park, $50 for non-residents to rent the town hall.
The board discussed various ideas for recognizing those who contributed to obtaining the emergency siren. It was suggested that the pole could be placed just south of the flagpole at the firehouse, and a plaque permanently mounted at its base. A short recognition program just after the flag raising at Jesse James Days could work well — upon receiving permission from the Winston Historical Society. Tom Kober will inquire if the Landmark would make the plaque, perhaps as a donation.
One anonymous complaint has been received about dogs. Some board members have heard verbal complaints about another dog that may be a nuisance, but no written complaint has been received.
Chairman Eaton directed the clerk to announce that the job of Community Center Director is still open.
Noah Bielby of Scout Troop 167 presented a proposal for his Eagle Scout project, which the board approved. His project is to beautify the park by landscaping around the bandstand. His plan is to be completed before Jesse James Days. There will also be a fund-raiser at the park on June 21 for the Scouts.
Reports were approved and bills paid.
