The Winston Board of Trustees at its April 7 meeting planned for the streets throughout town to be assessed for cleaning out and replacing culverts as necessary, then graded and supplied with rock by sections until the whole town is completed.

The board discussed beginning with the area west of Division because it is in the worst shape. The section plan was devised as a way to get as much work done as possible during periods when the roads are dry enough to work.
Sewer maintenance continues to be a costly matter, requiring at least one and perhaps two pumps to be replaced. Utility costs have jumped over the winter as well. Animal control is continuing, with the removal of eight young dogs from the village in the last few weeks.
The Village of Winston has embarked on a partnership project with eighth grade social studies students from Winston School to prepare the Winston Town Hall as a community center with Internet access, books and games available for all members of the community. The project is planned to be complete by May 20.
While the initial proposal includes only one computer, the students envision several over time. The students and their teacher indicated that they have many commitments from supporters in the surrounding area to donate goods, help with the work of renovating the community center, and assist with fund-raising and other needs.
The center would be partially funded by a Service Learning grant for one year, and could be re-authorized for up to three years.
The students’ initial proposal includes pay for a center supervisor for 32 hours per month for the term of the grant, while the village will be responsible for some day to day expenses such as utilities.
When the grant expires, responsibility would fall to the Village of Winston to maintain and supervise the center if the community is found to utilize it and if the people are willing and able to financially support its continuation.
Noah Bielby of Boy Scout Troop 167 requested to make a proposal for an Eagle Scout project for the bandstand and landscaping at the park. He also would like to propose a fund-raiser for June 21. These items will be placed on the agenda for the May 5 meeting.
The board scheduled a special meeting for board organization and other purposes on Monday, April 21 at 7 p.m.
The board moved to approve posting the request for bids for mowing the park.
Chairman Eaton directed that an item to extend the grader operations agreement be placed on the April 21 meeting agenda.
Certificates of appreciation were given to all students who entered the “Winston Past, Present and Future” Art Contest. Prizes were awarded for the winning entries to: Elementary Category –– 1st Bailey Curtis, 2nd Alexa Ball, 3rd Trevor Brownlee; Intermediate Category –– 1st Briana Heldenbrand, 2nd Chandler Newman, tie for 3rd Nathan Hiley and Baylea Martin; Upper Category –– 1st Ethan Clark, 2nd Keshia Youtsey, 3rd April Hall.
The board accepted the proposed federal grant for the emergency siren and invited Dave Clark from the USDA to be present at the April 21 board meeting to proceed with the closing.
During the utilities report, the board was told that there are only two remaining delinquent accounts.
Bill Michael will prepare the park bathrooms for summer, get water running, and take care of the electrical problem.
