During a report on sewer maintenance at the regular meeting of the Village of Winston on Monday, March 3, Joe Salmon stated that there had been trouble with several pumps because of an excessive flow of water.
Mr. Salmon also indicated that the pump controls are obsolete and it is becoming difficult to obtain parts.
Mr. Salmon presented a preventive maintenance contract from Enviroline for a yearly review to go through all the pumps and make sure everything is up to date at an annual cost of $275. If there are problems that require additional work it would be 20% off, and a new pump would be 40% off.
The board accepted the maintenance contract with Enviroline as presented.
The monthly financial reports were reviewed and approved and checks signed.
The proposed budget was adopted for three quarters, April 1-Dec. 31.
A motion carried to transfer all the funds from the fund-raising savings account into a CD.
During the utilities report Tom Kober indicated that delinquency letters will be sent out this month.
During the report on street maintenance, Bill Michael reported several spots of difficult passage on the streets, but felt that most work will have to wait until the streets are drier. Some cleanup has been done on Division for a temporary fix there.
City Clerk Lucille Lusk indicated: a) There will be a community letter to go out soon, to include the Easter Hunt, Cleanup Day, and the street tax and street plans; b) The town hall has been rented on March 26 for a land auction; c) Discussion will continue on March 20 with the school board about temporary emergency shelter at the school; and d) there will be a final 2007-08 budget amendment at the next meeting to balance all budget line items.
The board agreed to add an intermediate category to the student art contest as proposed.
Jerry Lusk was appointed as the Winston Emergency Management Director.
First duties include making contact with county and state emergency management committees and agencies to determine what Winston should be participating in, and to find out if the siren bid includes the unit necessary to interface with the 9-1-1 office and the frequency change required in 2011.
The board also agreed to pursue finding out if it is still possible to get assistance with storm cleanup, and if Winston qualifies, to authorize getting it underway.
After first and second readings, an ordinance passed to establish guidelines for the activation of the Winston emergency weather warning siren, and related matters.
The emergency management director was authorized by the board to direct local activation of the siren.
During a report on ordinance enforcement and animal control, Bill Michael reported that five dogs were dropped off across from the Pit Stop yesterday and may require action.
