At its January meeting, the Winston Board of Trustees awarded prizes for the Christmas Lighting Contest in the form of checks for all or part of December’s electricity bill to Brenda and Dan Goll, Nancy and Jim Caldwell, and Angel and Allen Rhoades.

The contest is part of Winston’s beautification effort, and these were among other homes also beautifully decorated for the season.
In the aftermath of the ice and snowstorms, plans were begun for cleaning up the park as soon as it is dry enough. In response to a request from citizens it was agreed that an alley which was torn up badly by utility trucks will be fixed when it is dry enough.
Winston’s sewer maintenance contractor, Joe Salmon, reported that one of the sewer pumps was wiped out by a power surge during the ice storm and needs to be replaced. An insurance claim will be submitted for that pump. The town hall bathroom pipes broke from freezing and also need to be fixed.
An ordinance was passed to provide for placing on the April ballot the continuation of the street tax at the same level as it currently exists. This is the fund that provides for rocking, grading and maintaining the streets.
The board was presented with budget reports and materials to review in preparation for budgeting for the next fiscal year. Chairman Arvella Eaton said the board will take up budget discussions at the February meeting so the budget can be completed before the end of March. In related business, the board decided to move toward changing the fiscal year by 2009 to coincide with the calendar year for ease of budget management and reporting.
