County Clerk
October 10 is the last day to register to vote in the Nov. 6 election.
Sheriff’s Office
David R. Kiely Sr., 50, Gallatin, was arrested Oct. 1 for distribution of a controlled substance, class B felony, and four counts of drug paraphernalia, class A misdemeanors. He is being held on $50,000 bond.
Shawn Michael Steinhurst, 21, Bethany, was arrested Sept. 26 for burglary second degree, statutory sodomy second degree, and forcible rape, all felonies, as well as child molestation second degree, class A misdemeanor. The charges stem from an incident Sept. 25 at a Pattonsburg residence in which Steinhurst engaged in sexual intercourse with a 15-year-old girl. He is being held on bond of $100,000.
Jared Howell of Gallatin has been charged with sexual abuse and attempted forcible rape with bond set at $100,000.
John Kolega, 56, St. Joseph, was charged Sept. 27 with misdemeanor DWI. He posted $1,000 bond.
Gallatin Truck & Tractor reported on Sept. 27 that a crated 2007 Cub Cadet riding lawn mower had been stolen from the east side of the business sometime during the previous night.
Melanie Lassley of Altamont reported that her homemade single axle trailer had been stolen from Pattonsburg Memorial Gardens sometime between Sept. 22 and Sept. 24.
Stephen L. Elliott of Liberty reported that miscellaneous items had been taken from his car parked on Lake Viking Terrace between 1 a.m. and 9 a.m. on Sept. 30. Items stolen included a laptop computer, radar detectors, phone chargers, and CDs.
County Commission
James Lewis, bridge supervisor, reported that they are placing guard rails on the newly re-constructed bridge in Lincoln Township and will open the road for traffic this week. Also, they are completing the placement of a new culvert replacing a small bridge on 140th Street in Jefferson Township.
The commission opened bids for construction steel for the bridge department. The bid from Viebrock Construction of $18,321.72 was unanimously accepted as the lowest and best bid.
The Missouri Department of Transportation provided the commission with a list of 105 bridges that are eligible for replacement funding from federal funds.
Lance Critten and Danny Heldenbrand reported having attended the Northwest Commissioners Association meeting in King City, hosted by Gentry County, on Sept. 20. A portion of the agenda was a tour of the new wind farms for electrical production.
Dane Worrell, Worrell Construction, met with the commission regarding the payment of bookshelves constructed for the prosecuting attorney’s office. Annie Gibson, prosecutor, was also present. A verbal agreement was reached.
The commission reviewed the CART rock deliveries for the year. Benton, Monroe and Union Townships, and Lock Springs Special Road District have not yet requested their gravel.
The commission contacted John Deere regarding warranty work on the tractor-mower.
Jack Mooney met with the commission to accept the appointment to the Senior Citizens Services Board. Worth Yost also agreed to serve on the board.
Dale Dixon, Shafer, Kline and Warren, an electrical engineer, contacted the commission to make an appointment to inspect the courthouse on Oct. 1 to make an estimate of costs for rewiring.
In the afternoon, the commission attended a meeting at the regional jail regarding prisoners’ medical costs. It was unanimously agreed to pay 25% of the premium to Health Professionals for prisoners’ medical insurance. DeKalb County will pay 25% and the regional jail will pay 50%.

Circuit Court
Criminal cases filed: State vs. Scott Eric Craig, Pattonsburg, two counts possession of drug paraphernalia, class D felony; possession of controlled substance, class A misdemeanor; possession of drug paraphernalia, class A misdemeanor; tampering with physical evidence, class A misdemeanor; endangering the welfare of a child, class A misdemeanor.
Dissolutions of marriage were granted as follows: to Amanda Brooke Shubert from Bradley Shane Shubert on Sept. 18; to Bruce Bielby from Lisa Bielby on Sept. 25; and to Rebecca Dawn Petras from Jeremy Wayne Petras, her former name King restored, on Sept. 25.
On Sept. 25, quiet titles were granted to the plaintiffs in each of these cases: Steve and Beverly Miller vs. Gerald Stemmons etal; Donald and Janice Porter vs. Miller etal.
A full order of protection was entered Sept. 25 for Lisa Bielby from Bruce Bielby, for a period of one year.
A jury trial is presently scheduled for Thursday, Oct. 4, for Donald W. Newton of Lancaster, S.C., on a change of venue from Livingston County. He is charged with statutory sodomy.
Associate Circuit Court
Carrie L. Benner, St. Joseph, was arrested Sept. 28 for passing bad checks, class C felony.
Traffic Fines
The following are traffic cases which were heard in the Associate Division of the Circuit Court of Daviess County involving a plea of guilty without contest and payment by mail of the standard fine plus court costs. The total fines assessed for defendants who reside outside of Missouri was $833.50 for 12 tickets. The total fines assessed for defendants who reside in Missouri was $361 for 6 cases. Court costs collected for the State of Missouri amount to $56.50 for moving traffic violations. Missouri defendants, offenses and fines are listed below:
