James Lewis, bridge supervisor, reported that he had requested steel bids to be submitted this week.
Dave Hamilton, Shafer, Kline & Warren, met with the commission regarding their Bridge Engineering Assistance Program (BEAP) inspection program for county bridges. This program is MoDOT funding for engineering of existing bridges in need of improvements.
Becky Carlson, State of Missouri archivist, met with the commission regarding retention of records.
Bills were audited and paid.
Lance Critten reported that he had attended the Developmentally Disabled Board meeting on Sept. 10. There are two vacancies on the board. The commission will make an appointment upon recommendation of the board.
Bob Burnett, Snyder and Associates, met with the commission with final pay requests for BRO project (28).
Greg and Gina Oberfoell, Sheridan Township landowners, met with the commission with questions regarding funding and standards for road and bridge projects.
Steel bids were received from Arning Systems Inc. and Viebrock Construction.

Associate Circuit Court
Defendants found guilty in the Associate Division of the Circuit Court of Daviess County are listed below with the offense and fine assessed. Additionally, court costs collected for the State of Missouri amount to $66.50 for moving traffic violations and $114.50 in most criminal cases.
Possession of drug paraphernalia: Hailey R. Comer, Cameron, suspended imposition of sentence, two years probation, 30 hours community service; Michael W. Hibner, Chillicothe, $150; Leopoldo Oseguera Jr., Grant City, (prior offender) $300.
Passing bad checks: Ricky Carter, Coffey, $25; Jessie Fehring, Ridgeway, $25.
No valid license: Kelly M. Garner, Kansas City, Kan., $150; William A. Jackson, Kansas City, Kan., 20 days jail credit for time served, $25; Charles E. Keeton, Orient, Iowa, $150; Paul A. Coe, Kansas City, Mo., $150.
Driving while intoxicated: Antonio C. Solorio, Bethany, $350.
Possession of marijuana: Jennifer L. Pullen, Cameron, 48 hours jail (board bill paid by defendant).
Performed improper/incomplete vehicle inspection: Harry D. Skinner, Jamesport, $50; Justin D. Harlow, Gallatin, $50.
Stalking: Dale R. Curtis, Gallatin, suspended imposition of sentence, two years probation, 30 hours community service.
Take antlered deer without valid permit – non-resident: Bryan W. Hurley, Kansas City, Kan., $194.
Passing bad checks amended by prosecuting attorney to misdemeanor passing bad checks: Keely A. Hass, Olathe, Kan., $25.
Failure to return to confinement: Arianne B. Rosenstangle, Jamesport, 10 days jail.
Probation violation on original charge possession of marijuana: Ira B. Clemons III, Kansas City, probation revoked, 13 days jail, $25 fine.
Richard D. Salyer, Kansas City, was found guilty of speeding at trial and fined $48.50.
Bryan L. Stark, Jamesport, received suspended imposition of sentence and two years probation for felony leaving the scene of an accident amended to misdemeanor leaving the scene of accident by prosecuting attorney. He was fined $100 for property damage.
Thomas Z. Stewart, Cameron, received 10 days jail (board bill paid by defendant) for felony leaving the scene of accident amended to misdemeanor leaving the scene of accident by prosecuting attorney.
Probation was revoked for April M. Pinkston, Lenexa, Kan., for probation violations on original charges of possession of paraphernalia and marijuana. She was fined $150 on the paraphernalia charge and received 48 hours jail (board bill paid by defendant) for possession of marijuana. She was fined $150 for driving while revoked, amended by prosecuting attorney to no valid license.
Steve R. Berry, Trenton, was fined $150 for driving while revoked amended by prosecuting attorney to driving without a valid license, and $10 for no seat belt.
Anthony d. Lumsden, Fort Madison, Iowa, was fined $350 for DWI, $58.50 for speeding.
Kristin L. Huber, Keota, Iowa, was fined $150 for no valid license, $88.50 for speeding.
Billy C. Arndt, Gallatin, received a suspended imposition of sentence, two years probation, and 30 hours community service for no insurance, and a $10 fine for no seat belt.
Tina M. Powell, Pattonsburg, was sentenced to 30 days jail for possession of marijuana and 15 days jail concurrent for possession of paraphernalia.
Carlos I. Flores, Tulsa, Okla., received 30 days jail and $25 fine for driving while intoxicated, and $150 fine for no valid license.
Traffic Fines
The following are traffic cases which were heard in the Associate Division of the Circuit Court of Daviess County involving a plea of guilty without contest and payment by mail of the standard fine plus court costs. The total fines assessed for defendants who reside outside of Missouri was $1,572 for 29 tickets. The total fines assessed for defendants who reside in Missouri was $1194.50 for 21 cases. Court costs collected for the State of Missouri amount to $56.50 for moving traffic violations. Missouri defendants, offenses and fines are listed below:

Vision reducing material: David J. French, Lee’s Summit, $28.50.

Speeding amended by prosecuting attorney to defective brakes: Ryan S. Anderson, Excelsior Springs, $200.
Kenneth C. Standring, Jameson, was fined $38.50 for failure to register vehicle and $10 for no seat belt.
Tommy J. Hill, Kansas City, was fined $28.50 for speeding, $10 for no seat belt, and $103.50 for no insurance.
Jaymie L. Richardson, Chillicothe, was fined $38.50 for failure to register and $103.50 for no insurance.
Civil Court
Default judgments for two suits on account were entered Sept. 19, for Arrow Financial and against Jayson A. Huskey, and for Arrow Financial and against Gary G. Wynne. A consent judgment for a suit on accounts was entered for Midwestern Health and against Shanda L. Pankau.
A default judgment for rent and possession was entered for Aljend Properties and against Mike and Theresa Hogan.
Circuit Court
Law Day proceedings were conducted Sept. 18 by Judge Warren McElwain. The following cases were heard:
Gerald B. Cole, Gallatin, admitted violating six conditions of his probation for four counts of forgery, class C felony. His probation was revoked and he was ordered to serve the previously imposed sentence of 28 years in the Department of Corrections, seven years on each count.
Kevin Jackson, Braymer, charged with one count of child molestation, class B felony, and four counts of statutory sodomy, unclassified felonies, was scheduled for jury trial on Dec. 10, 2007. Bond remains at $50,000.
John Rupp plead guilty to resisting arrest, class D felony, and escape from confinement, class D felony. He waived the sentence assessment report. He was sentenced to two years on the resisting charge and three years on the escape charge, sentences to run consecutively to each other and concurrently with an Andrew County sentence.
Dicky W. Eskridge plead guilty to an amended charge of DWI, class B misdemeanor, based on a plea agreement. He was fined $500.
A jury trial was set for John W. Rezek, Kansas City, on Jan. 31, 2008. He is charged with two misdemeanors, speeding and careless and imprudent, and for driving while intoxicated, chronic offender, class B felony.
A jury trial was set for Jan. 2, 2008, for John T. Malik on charges of receiving stolen property, class C felony, misdemeanor possession of marijuana, and unlawful possession of concealable firearm, class C felony.
A change of venue to Livingston County was granted to Joshua L. Verhagen, who is charged with DWI, persistent offender, class D felony.
Jamie B. Wilson admitted probation violations. Probation was continued with the additional condition that defendant serve 30 days shock probation beginning Oct. 15, 2007. The original charge is DWI, prior offender, class A misdemeanor.
A warrant was issued for Phillip E. Moorhead, for failure to appear at a probation violation hearing on a charge of possession of controlled substance with intent to deliver, class B felony. Bond was set at $2,500.
Laura Yvette Flores received a suspended imposition of sentence for possession of controlled substance, class C felony, and was placed on probation for five years. She will also serve 60 days shock time in the regional jail, with credit for time served. The second charge was dismissed.
Paula J. Purcell was sentenced to 10 days in the regional jail with credit for time served on Count 1, distributing not more than five grams marijuana, class C felony. She received 10 days in the regional jail, credit for time served, for Count 2, possession of controlled substance, class C felony. On Count 3, drug paraphernalia, she received a suspended imposition of sentence and five years probation. The court retains jurisdiction and recommends institutional treatment. On Count IV, possession of marijuana, class A misdemeanor, defendant received five years in the Department of Corrections, suspended execution of sentence, five years probation, and 70 days shock time in the regional jail, with credit for time served. All sentences are consecutive.
Roy R. Robinson was sentenced to six years in the Department of Corrections for theft/stealing, class C felony.
Howard D. Johnson was allowed to dismiss his attorney and will obtain private counsel before his next hearing on Oct. 16. He is charged with misdemeanor drug paraphernalia and operating vehicle without valid license, and class C felony possession of controlled substance.
A motion by Charles L. Anderson Jr. for a change of judge was granted, and the case was transferred to Judge Stephen K. Griffin. Anderson is charged with DWI, persistent offender, class D felony, and misdemeanor operating vehicle without valid license.
Erin E. Ward received a suspended imposition of sentence and two years probation for misdemeanor theft/stealing.
Michael J. Dunks admitted probation violations. Probation was continued with the additional condition of serving 48 hours shock time in the regional jail.
A dissolution of marriage was granted to Bobbie Anderson from Ronald Samuel Anderson on Sept. 21. Petitioner’s former name, Bobbie Nighlene Main, was restored. The case was heard by Judge Daren Adkins.
Probation was revoked Sept. 24 for Elisha D. Cranmer, charged with non-support, class D felony. He was sentenced to four years in the Department of Corrections, execution of sentence suspended, and received five years probation.
Civil cases filed: State of Missouri vs. Virgil Douglas Albert, petition for declaratory judgment; Toni R. Poage, Weatherby, vs. Wayne Douglas Poage, McFall, dissolution of marriage.
Sheriff’s Office
Bryan C. Brown, 26, Trenton, was arrested Sept. 22 on a Cameron Police Department warrant for failure to appear on a misdeameanor charge of failure to register motor vehicle. He posted $250 bond.
Erin Ward, 17, Gallatin, was arrested Sept. 24 for probation violation on an original felony charge of burglary. Bond was denied.
Charles Corder, 24, Independence, was arrested Sept. 23 for failure to appear on probation violations for an original charge of assault second degree. Bond was set at $2,500.
Jimmy Sias, 30, Chicago, Ill., was arrested Sept. 21 for failure to appear on misdemeanor charges of possession of marijuana and no valid license. He is being held on $1,500 bond.
