The City of Gallatin tax rate hearing preceded the Aug. 13 meeting of the board of aldermen. There were no public comments made at the hearing. The 2007 tax rates were approved unanimously as follows: General $0.6046; Park $0.2151; Band $0.199.

Minutes for the July 30, 2007, meeting were approved.

The streets around the square will be blocked off Aug. 25 for the Relay for Life, according to Police Chief Mark Richards. The skate park behind city hall has been reopened and will remain open as long as the area is maintained by the individuals using the area. There was discussion about surveillance cameras being placed at the dump.

Chief Richards reported an arson, one peace disturbance, one harassment, one domestic incident, one warrant service, an accident, one stealing, one property damage, a vicious dog, and one minor in possession of tobacco, during the period from July 30 to Aug. 13.

Accounts payable were approved unanimously in the amount of $172,287.10.

A second reading of Bill no. 2007-02 was approved. It is entitled "An ordinance imposing a sales tax for transportation purposes at the rate of one-half of one percent on the receipts from the sale at retail of all tangible personal property or taxable services at retail within the City of Gallatin."

First and second readings of Bill No. 2007-03 were approved. The ordinance is entitled "An ordinance of the City of Gallatin, Missouri, to establish a procedure to disclose potential conflicts of interest and substantial interests for certain municipal officials."

City band tax money in the amount $1,950 was approved to be given to the Daviess County Fine Arts Council for the 2007 Chautauqua. City Administrator Zac Johnson said that Rotary will be sponsoring a carnival during the Chautauqua which will be located in front of City Hall.

Discussion was held on the bathrooms at the park, on the ability to accept credit cards at City Hall, on the financial statement, on the Burns Apartments, and on liquor licenses.

The council entered closed session pursuant to RSMo 610.021, and then adjourned from closed session.

The meeting adjourned at 8:11 p.m. Those attending were Mayor Barb Ballew; council members Bob Snidow, Barry Wood, J.D. Dowell, and Dan Lockridge; City Administrator Johnson, Police Chief Richards, Police chaplain Austin Bonnett, Carla Arnold, Cassie Richards, Norma Griffin and Darrell Wilson.
