During their regular meeting held Monday, April 23, Teddy Holcomb, street supervisor, told the Gallatin Board of Aldermen that the electric problems from Sunday seems to be in the substation. City crews have been working with Ray Blakely and Assoc. with assistance from FEC to correct the problem.
Mr. Holcomb discussed the street proposal for this summer. He also received a bid on having hot mix placed around the square.
Discussion was held on the CDBG Procurement for the Demolition Grant. The city received one proposal on the administration of the grant from Green Hills.
Discussion was held on the bids submitted for asbestos and housing inspectors on the demolition grant. The board carried a motion to accept Jim Linville’s bids for asbestos and housing inspector. A motion also carried to accept All State Abatement’s bid for asbestos abatement.
Jessica Gannan, city pool manager, and Nathan Curtis, assistant pool manager spoke with the board regarding different issues with the pool, including the purchase of a slide. The pool has raised $2,400 towards the purchase of the slide over the last two years through fund-raisers and donations.
The board voted to purchase a slide for the pool in the amount of $2,800, using $2,400 of the money raised and the city will pay the remainder balance.
Police Chief Mark Richards reported on activity from April 9 to April 22. Reports Taken/Tickets Given: 2 – dogs at large; 1 – speeding; 1 – nuisance barking dog; 1 – felony DUI; 1 – assault. There are five dogs in the pound.
Chief Richards stated that on April 16 he conducted a safety seat program with the Pattonsburg Head Start. Chief Richards has also concluded the D.A.R.E program for this school year. During the past two weeks D.A.R.E. graduations have been held in Pattonsburg, Coffey and Winston.
Chief Richards commented that the Gallatin prom was held uptown this year and no problems were encountered.
Bills in the amount of $9,744.88 were approved for payment.
Discussion was held on fire hydrants and putting a plan together to flush every hydrant in a year’s time.
A motion carried to appoint Roger Loxterman as Planning & Zoning Administrator with a vote Dowell – aye; Snidow – aye; Lockridge – nay.
Discussion was held on revoking LaDulcenia’s Business License per state request. The board revoked the license.
Discussion was held on cemetery donation letters and ads for the newspaper.
City Administrator Zac Johnson asked the board about re-scheduling May’s meetings. The meetings were scheduled to take place on May 14 and 28. The board agreed to re-schedule the meetings to May 7 and 21. Mr. Johnson also stated that the painting of city hall has begun.
During comments by aldermen, J.D. Dowell commented about the apartments on Grand Street. Bob Snidow commented about pot holes. Dan Lockridge inquired about who co-ordinates the sporting activities at the Dockery Park.
Mayor Ballew asked for any volunteers to sit on the board for the University of Missouri Extension Office. No one volunteered for the board.
Mayor Ballew wanted to remind everyone about the Roger Loxterman Benefit Dinner on Friday, April 27, at the Lions Building.
Mayor Ballew commended Mr. Holcomb and all the city crew for patching holes this last week and especially for the hard work from Sunday’s electric problems.
The board entered into executive session pursuant to legal actions and litigation and hiring, firing, disciplining or promoting employees.
During public comment, Connie Bashford’s services were offered during Roger Loxterman’s absence. Comments were made about charges for copies and information requested at city hall.
