It was decided at the regular meeting of the Daviess-DeKalb Regional Jail Board held Friday, March 30, that bills should be available for review in the future. At present the board is only able to see the checks as presented in the jail’s operating account. The actual bills will be placed in a folder for the board to go through and review and ask questions about.
The board went over the local sales tax account history. Income for March was $86,328.47. The sale tax amount for year-to-date is $145,022.38. There is $450,000 in a CD, making the total nearly $600,000.
The regional jail had an account balance of $581,583.98 on March 30. The commissary grossed $21,032.61 and Swanson income was $495.43.
The board reviewed profit and loss budget verses actual figures. Budget Director David Tolen commented that the jail was running ahead of budgeted projections as far as income and about even as far as expenses.
The line of credit from Commerce Bank outstanding balance at the end of February was $75,085 with another $20,000 paid toward it in March, brining it to $55,085, and in line to be paid off by June.
Daviess has saved $74,524 and DeKalb has saved $95,776.25 for a total of $170,300.25 saved for the counties so far this year.
Medical reimbursement to both counties was $174.60.
The aging report showed money still owed less than 30 days was $37,266.53 and over 30 days was $840.
The financial statement, aging report and budget to actual report presented by Mr. Tolen was approved by the board.
During old business, the board discussed the dental insurance plan which 62% of the jail employees accepted and has already been deducted from their paychecks. Benefits start the first of April.
Windstream was contacted regarding the video court. Windstream could provide a T-1 line from Pattonsburg to the courthouse. There would be a monthly charge. The board believed a dedicated line would be more reliable than the internet. The board will await more information before making a decision.
The board discussed giving the budget director permission to handle investments for the jail, either case by case or with blanket authorization. Since most of the jail’s payments are known in advance and all financial matters are reported at the regular meetings, the board provided the budget director with blanket authorization. Money will be left in the jail’s operating account to cover three months worth of expenses the first time, then enough to cover two months. Money above what the jail needs to cover its expenses will be rolled over into a short term CD or an interest bearing account.
During new business, the board discussed retirement plans for the jail’s employees through Missouri Local Government Employees Retirement System (MO LAGERS), a state retirement plan. The cost for MO LAGERS to do an actuary study is $460. The board decided to have Jail Administrator Larry Hadley talk with the employees to determine interest and have someone from MO LAGERS visit and talk to the employees about options and cost of the plan before paying for the actuary study.
The board approved the emergency purchase of a 2003 Crown Victoria with 53,000 miles for $8,400 from Red X Motors of Cameron. The old car, which was "ready for the bone yard," will be kept for spare parts.
The board discussed medical billing and payments.
Russ Hamilton volunteered to paint the visiting area of the jail to brighten it up.
