James Lewis, bridge supervisor, reported that repairs are being made to equipment this week.

The commission met with Kevin Heldenbrand, sheriff, Sue Bird, circuit clerk, and Annie Gibson, prosecuting attorney, regarding their budgets.

Budgets for all funds were reviewed and tentatively approved pending the final hearing on Jan. 29.

At 1:30 p.m. the pre-construction conference was held for BRO project 27. Bob Burnett and jack Kruse, Snyder and Associates; Harry Houf and Sons; Don Boswell, Farmers Electric; and Darby Logan, MoDOT, were in attendance. Construction is scheduled to require 90 working days.

These are the approved minutes of Jan. 22, 2007. All commissioners were present.

Sheriff’s Office

Franklin Davis, 79, Trenton, was arrested Jan. 23 for DWI-persistent offender, class D felony. He was also charged with two misdemeanors, careless and imprudent, and driving at less than 40 mph on interstate. He posted $15,000 bond.

Jeffrey Shanks, 37, Winston, was arrested Jan. 23 for no valid licenses (3rd and subsequent offense), class D felony. He was also charged with two misdemeanors, operating motor vehicle without maintaining financial responsibility and failure to register vehicle. He posted $15,000 bond.

Jamie Scott, 34, Coffey, was charged Jan. 27 with felony possession of controlled substance. He is being held on $35,000 bond.

Chad Wormsley, 19, Polo, was arrested Jan. 22 for felony possession of controlled substance. He posted $15,000 bond.

Michael Morgan, 59, Independence, was arrested Jan. 22 on probation violations for an original charge of felony statutory sodomy. Bond was denied.

Terrill Henning, 17, Embarrass, Wis., was arrested Jan. 29 for misdemeanor possession of marijuana and paraphernalia. He is being held on $750 bond.

Dustin Spangler, 21, Kansas City, Kan., was charged Jan. 26 with misdemeanor no valid license and possession of marijuana. He posted $1,000 bond.

Richard L. Patrick, 36, Bethany, was charged Jan. 26 with misdemeanor possession of paraphernalia. He was processed and released.

Circuit Court

Criminal cases filed: State of Missouri vs. Devin A. Robinson, burglary 2nd degree, class C felony, and theft, class A misdemeanor; State vs. Stacey D. Rhoades, Windsor, non-support, class D felony.

Associate Circuit Court

Civil Court

Worldwide Asset Purchasing vs. Gordon Hale: breach of contract suit was dismissed by the court without prejudice. Consent judgments were entered for the plaintiff in the following two cases for breach of contract: MidFirst Bank vs. Carol S. Dill, and Arrow Financial vs. Beverly A. Hunter.

In two suits on account, Northland Anesthesiology vs. Jeremy Bruff was dismissed by the court without prejudice; a default judgment was entered for plaintiff Midwestern Health against Donnie D. Cecil.

Christopher Mitchell Wilson was granted limited driving privileges.

Small Claims

Landes Oil vs. Candessa Williams was dismissed.

In Michael and Tammy Witt vs. Dolt Concrete and Construction, judgment was entered against the defendant Dolt Concrete for $3,000 plus costs.

Marriage

Charles Alan Scobee and Angela Jo Booth, both of Pattonsburg, were married Jan. 25 by Judge Daren Adkins.

Traffic Fines

The following are traffic cases which were heard in the Associate Division of the Circuit Court of Daviess County involving a plea of guilty without contest and payment by mail of the standard fine plus court costs. The total fines assessed for defendants who reside outside of Missouri was $455 for 10 tickets. The total fines assessed for defendants who reside in Missouri was $180.50 for 5 cases. Court costs collected for the State of Missouri amount to $56.50 for moving traffic violations. Missouri defendants, offenses and fines are listed below:

No seat belt: Wayne A. Wollam, Winston, $10; Bridgett C. Percival, Lebanon, $10.

Speeding: Chris R. Hollowell, Kansas City, $28.50; Jacob A. Smith, Trenton, $28.50.
