The Winston Board of Trustees has started the new year by reviewing, updating, revising and adding to its town’s city ordinances. All existing ordinances are set to be discussed at upcoming board meetings at town hall.
"Our ordinances are out-of-date and some are mis-written," said Winston’s Mayor Arvella Eaton. "We’re wanting to get our ordinances back up to snuff."
Mrs. Eaton, who has been mayor for a little over two years, and who is also chairman of the Board of Trustees, said it had been a long time since the ordinances were last reviewed.
"It’s gotten away from us," she said. "As mayor, I’m trying every way I can to get this town cleaned up."
Discussion of the ordinances was to include what the law of the village will be; how it will be enforced; and what the penalties will be for violation.
"Our town is getting to be kind of a mess," said Mrs. Eaton. "If we need to take somebody to court, or to get a lawyer to help enforce a law, we want our ordinances to be up-to-date and written correctly."
She added that a lot of existing ordinances simply go unheeded.
"We have ordinances on the books, like ’no dogs at large’ and ’no vehicle on the street without a license’," she said. "But so many of the ordinances are being ignored here in town."
Lucille Lusk, resident of the village, population of around 247, has been appointed by the trustees as their policy consultant.
All existing ordinances to be reviewed include, but are not limited to: Curfew Hours; Public Nuisances; Trash & Garbage (littering); Streets and Gutters; Junkyards & Junk Vehicles; House Trailers & Mobile Homes; Tax, Electricity Firms; Weeds & Brush; Liquor & Beer; Dangerous & Unsafe Structures; Town Hall Usage; Fair Housing; Board Member Pay and Employee Pay; Dogs – Dangerous Dogs, Strays, Care of Dogs; Sewer Billing & Collection; Mandatory Trash Service; Municipal Court; Park Usage.
The next open meeting of the Board of Trustees will be Monday, Feb. 5.
