The move has been precipitated by new Missouri Career Center chartering criteria established by the Missouri Division of Workforce Development. Local Workforce Investment Boards (LWIBs) in Missouri have been tasked with ensuring that employment and training programs in their communities operate at a high level of quality and satisfy the expectation of their customers. In order to do that, each LWIB will use chartering criteria to assess the capacity of operator partnerships to develop and manage Missouri Career Centers and to charter these Centers.
Chartering criteria mandates that: the Center be open at least forty (40) hours per week; simultaneous presence and full service capacity shall be present for Workforce Investment Act and Wagner-Peyser Act core and intensive services no less than full time; customers must be able to access support for training; Trade Adjustment Assistance (TAA) and North American Free Trade Agreement (NAFTA) Transitional Adjustment Assistance activities are provided; programs authorized under State unemployment compensation laws are available; local veterans’ employment representatives and disabled veterans’ outreach programs are accessible; and adult, dislocated worker, and youth employment and training programs be provided.
Staff representing the Division of Workforce Development, Northwest Workforce Investment Board/North Central Missouri College, Green Hills Community Action Agency, and Green Hills Regional Planning Commission reviewed comparative data from the Trenton and Chillicothe Career Centers to determine which location in the Green Hills region will meet the new Missouri Career Center charter guidelines. During that discussion, it was agreed that the Chillicothe Area Missouri Career Center would be best suited and ideally situated to provide the comprehensive services needed by the Green Hills region residents.
"We all agree that, in principle, certifying a particular level of quality and standards is essential to providing valued services to our customers," states Lisa Hostetler, Workforce Development Manager for the Northwest Workforce Investment Board. "However, we want to avoid imposing undue burden on the customers who generally receive services in the Trenton Area Missouri Career Center, and have worked closely with our Workforce Investment Act service providers (Green Hills Community Action Agency and Green Hills Regional Planning Commission) to ensure that they will do everything in their power to assist their customers during this transition."
Services offered at the Missouri Career Centers include job postings; resume preparation; career counseling; job search workshops; unemployment insurance; 4-week reporting for unemployment insurance; adult education and literacy; specialized youth services; school/training information; job training programs; clerical and work-readiness skills testing; support services information; veteran services; and job fairs.
