Mayor Ballew nominated JD Dowell as east ward aldermen and the board voted to appoint him to the position during the regular meeting of the Gallatin Board of Aldermen held Wednesday, Sept. 27, at city hall.

Mr. Dowell took the Oath of Office. He will serve until April, 2007.
After discussion, the board voted to charge a fuel adjustment of two cents per kilowatt of electricity used on the Oct. 1 utility bill.
Police Chief Mark Richards reported on activity from 9/11/2006 to 9/27/2006. Reports Taken/Tickets Given: 3-Speeding; 1-Dog Bite; 1-No Drivers License; 1-Peace Disturbance; 2-Assault; 1-Equipment Violation; 1-Child Molestation; 1-96 Hour Detention; 1-Out of City Warrant; 1-Fail to Register a Motor Vehicle. There are six dogs in the pound.
Police Chief Richards stated that the D.A.R.E. program has started in Gallatin and Winston. The police department will be providing safety seat checks at the school soon and will be going to Trenton Pamida to assist with safety checks. Mr. Richards commented that the new speed limit signs at the south end of town should be in place by Oct. 7 according to MODOT.
Bills in the amount of $30,334.53 were approved for payment.
Don Caillouet with Layne Western submitted a bid for the cleaning of the south and north wells.
Discussion was held on the water plant lines and wells. City Administrator Johnson stated that the city employees have been working on the water plant repairs this week. Discussion was held on water production costs.
An ordinance establishing and designating two no parking areas on Main and Berry Streets carried after first and second readings.
Mike Huffman was appointed to the Park Board from present to June 2008, the remainder of Shari Troyer’s term.
The Board discussed re-scheduling the first October meeting. Tentatively the meeting has been re-scheduled from Monday, Oct. 9, to Wednesday, Oct.11, at 6 p.m.
City Administrator Johnson informed the board about a Marcit meeting in Branson. He also discussed the streets that had been done this summer. Mr. Johnson is hoping to have the final sewer bills submitted at the first meeting in October.
Mayor Ballew had several compliments on the city employees getting the square ready for Chautauqua.
