After returning from a closed session of their regular meeting held Monday, July 17, the North Daviess R-3 Board of Education offered a contract to Becky Morris as elementary principal and to Justin Ganser for PE/health.
Bills were paid as presented.
Ms. Kirby reported that membership was 111 during 2004-05 and 89 during 2005-06.
The district will be responsible for tuition payments to the North Central Career Center at Bethany, the North Distance Learning Consortium, and for dual credit course through North Central Missouri College.
Ms. Kirby reported on summer projects which have been completed in both buildings, including this year’s window replacement project.
The board discussed issues and concerns about the preschool program and the lack of a program for three-year-olds.
The following bids for services were accepted: Anderson Erickson Dairy for milk products; A 1 Economy Fire Protection for fire extinguished service; Chuck’s Pest Control; Veolia for waste removal; and Missouri Gas Utility for natural gas.
A bid was also accepted from MFA Oil for bus fuel with a vote of 5 yes, and 1 abstain (Debbie Ray).
The board approved participating in the federal lunch program for 2006-07.
The tuition rate was set at $4,400 per year.
All student handbooks were approved as presented with provisions regarding electronic devices, cell phones, alcohol and tobacco use, and a policy on bullying.
The employee handbook was approved with restrictions on the staff use of cell phones and personal calls during the school days. Penalties for employees breaking a contract after June 1 will be extended to 5% and escalate by 5% increments bimonthly until July 1. After July 1, the board will not negotiate for the release of contract.
Ms. Kirby presented a program evaluation on the budget and finances.
A motion carried to approve IDEA Assurances for Fiscal Year 2007.
A concern was voiced by a board member about establishing better communication with parents. Ms. Kirby will meet with the principals prior to school to implement improved communication practices.
The board entered into executive session pursuant to employee matters.
The next board meeting was set for 7 p.m. on Wednesday, Aug. 16, at the high school conference room.

Board members present were David Iddings, Beverly Hunter, Jason Lewis, P.J. Burnett, Chris Nelson (arrived at 7:08) and Debbie Ray. Doug Baker was absent. Also present were Superintendent Julie Kirby and Board Secretary Beverly Hunter.
