Many of you received a legislative report from my Jefferson City office during the past few days. That report offers a very brief summary of each bill that was passed by both the Senate and House of Representatives in the Second Session of the 93rd General Assembly. The work we do creates such voluminous information, that it is nearly impossible to comprehend; however, this summary will illustrate the kinds of issues that received modification in our state statutes. Keep in mind that each of those bills listed must be signed by the Governor before actually becoming law.

There is a bill of interest to many of you who have attained the age of “65” and are approaching a need for Missouri driver’s license renewal. The Governor recently signed SB 1001, which relaxes one of the requirements necessary for the renewal process. Those who are 65 and over will no longer be forced to show a certified birth certificate in order to prove “lawful presence” if they are renewing a Missouri driver’s license. Those folks will still need to show “identity” (usually with a social security card) and “residency” (usually with a utility statement).

I have also included, in the report, an outline of Missouri’s budget plans for 2007 which shows, on a percentage basis, where your tax dollars are distributed. I think it is always revealing to observe our expenditures, on a proportional basis, but keep in mind that does not always tell the whole story. It is interesting that we have always considered Missouri an agricultural state and we devote less than one percent of our budget for programs supporting agriculture, conservation and insurance departments combined.
