City Administrator Zac Johnson discussed the possibility of upgrading the water plant to increase the water flow with the Gallatin Board of Aldermen during their regular meeting held Monday, April 24. Layne Western is getting a proposal ready for the city to look at. The work would be completed in time for the summer months. Mr. Johnson added that Layne Western is testing the flow on a potential new water well for the city this week.

The board also held discussion on the water plant, the supply of water to PWSD#2, the MODOT project on Hwy. 6, and the proposed streets to be paved this summer.

Mr. Johnson submitted samples of flags/banners to be placed throughout the city. He wants to see if businesses would be interested in participating with the city to complete such a project. He informed the board that he is looking into purchasing a new drop box for the city, which he feels is needed.

Roger Loxterman was appointed as Planning and Zoning administrator.

Discussion was held on procedures followed on the last two Zoning Board appointments.

A motion carried to remove Carla Arnold and Joe Griffin from the Zoning Board.

Police Chief Mark Richards reported on activity from April 10 to April 24. Reports Taken/Tickets Given: 1 – harassment; 1 – peace disturbance; 1 – no dog license; 1 – tampering with a vehicle; 1 – failure to register a vehicle; 1 – failure to control dog (property damage); 1 – driving while suspended; 2 – property damage; 4 – speeding; 1 – dog at large. There are eight dogs in the pound.

Chief Richards stated that a second list of code violations have been sent out. He commented that the lower portion of the library has been set up as a storm shelter.

Bills in the amount of $9,962.62 were approved for payment.

Mr. Johnson asked to re-schedule the next board meeting due to the holiday. The May 8 board meeting was changed to May 9 at 6 p.m.

Mr. Johnson commented on training opportunities for the board that were submitted to each of them. He stated that anyone who would like to contact the mayor, may e-mail her at [email protected].

During comments by aldermen, Bob Snidow commented on a dumpster located on the west side of the courthouse. Chief Richards will check into this. Mr. Snidow had a complaint on a small animal damaging a shed. The board agreed to purchase a small trap for the city to use in such incidents.

Kenneth King commented that on Allen and Prospect there is a ditch that needs to be cleaned out. Mr. King discussed gas lines in the city streets.

Mayor Ballew stated that she is looking forward to working with everyone to get Gallatin moving in the right direction.

During public comment Greg Worthey had concerns on utility shut off procedures and asked the board if they would review their policy.

Carla Arnold questioned how often the code book is updated. Also she feels the board needs to be accommodating to the public to offer enough space for the public to attend meetings.

The board entered into closed session to discuss legal actions and litigation.
