Gallatin Board of Aldermen meeting
City Administrator Zac Johnson told Gallatin Board of Aldermen that the sewer plant is not going to start up on Dec. 1 as planned during their regular meeting held Monday, Nov. 28, at city hall. The contractor is still waiting for a sub-contractor to finish the control panels in the sewer plant. Mr. Johnson stated that residents will be able to start hooking up to the city’s sewer line on Dec. 13. Those individuals will receive a letter from the city.
Discussion was held on the Park Board. Mayor Thomas requested that the Board and City Hall have copies of the Park By-laws, he also would like the Park Board to provide their minutes to City Hall to be kept. Franklin Archer expressed his interest in serving on the Park Board and after the board held discussion, Mayor Thomas requested that he be appointed. The board approved a motion to appoint him to the Park Board for the remainder of Hamill’s term, approximately 1 ½ years.
Carla Arnold wants her name on the list for the Zoning Board. Mrs. Arnold also made a statement concerning zoning rules and feels that she is in compliance with the rules.
Police Chief Mark Richards reported on activity from Nov. 14 to Nov. 28. The following is a list for a two-month period sent to the prosecuting attorney for court.
Reports Taken/Tickets Given: 1 – improper backing; 11 – no insurance; 1 – zero tolerance; 1 – possession of alcohol in city park; 1 – minor in possession of alcohol; 1 – open container in city park; 3 – uninvited solicitors; 1 – property damage; 1 – animal abuse; 1 – no helmet; 2 – careless driving; 4 – driving while suspended; 2 – seat belt; 29 – speeding; 1 – no dog tag; 1 – expired plates; 1 – dog at large; 1 – stealing; 2 – no license plates; 1 – fail to notify of accident; 2 – leaving the scene of an accident; 1 – peace disturbance; 1 – fail to obey lawful order of a police officer. There are five dogs in the pound.
Bills in the amount of $59,383.10 were approved for payment.
The board discussed a possible increase of electric rates for 2006.
The general fund and park fund and 2006 budget was discussed.
During comments by alderman, Pat Baker is still having complaints on the sidewalk in front of the bookstore.
Bob Snidow asked the city clerk to relay a concern on the warning siren. He had several calls on why the siren was not going off on Sunday night during the tornado conditions the area was having. Mayor Thomas commented that spotters were out and nothing was spotted. Mr. Johnson stated that the National Weather Service issues warnings on a county basis, which doesn’t necessarily mean that Gallatin is going to be affected. The siren is for the city of Gallatin.
Mayor Thomas thanked everyone who helped and participated with Christmas in the Park. He stated that a lot of hard work went into the event, which turned out great. The lights will be on display until New Years.
The board entered into executive session pursuant to hiring, firing, disciplining or promoting employees.

Alderman Bob Snidow was absent.
