The Frazier Fund was established in Daviess County in 1953 following the wishes of Ella M. Frazier in her last will and testament. In that document, instructions were that the funds be expended “to provide the necessary school supplies, tuition if any of orphan children, that is children who have lost one or both parents by death, and said orphan children to be and have been a bona fide resident of Daviess County for at least a year prior to receiving any funds under said trust, and any such payments to cease upon the completion of the normal four year high school schooling.”
Following those directives and others mentioned in her last will and testament, the Daviess County Commission has adopted the following policy, last updated on Nov. 18, 2002:
Upon request to the Commission, with proof of status of the student, the Commission may approve payment for necessary school supplies.
1. Elementary school supplies will be purchased from lists provided by the school district as necessities with $150 maximum.
2. Secondary school students may be approved for up to $200 in supplies.
3. Food purchases will not be allowed.
4. Club and class dues may be approved for reimbursement.
