We’ve completed the first two weeks of the First Regular Session, 93rd General Assembly. That’s 10 percent of the whole thing, considering there are approximately 20 weeks until mid-May, when we usually adjourn. Back out the “spring” and Easter breaks and the session will be over before we know it. I understand the Missouri Senate has committees in place and is well under way with business of the State; however, as of this writing, we do not have committees established in the House. That continues to be a surprise to me, as just about everything we do works its way through a committee prior to consideration by the entire body in the House Chamber.

The House and Senate met briefly in Joint Sessions twice this week; Monday for the swearing-in ceremony of newly-elected Governor Matt Blunt and other statewide officials, Wednesday for the State of the Judiciary Address by the Honorable Ronnie L. White, Chief Justice of the Missouri Supreme Court. The State of the State Address is scheduled for Jan. 26 and the State of Transportation Address for Feb. 2.

Governor Blunt reiterated some of his intentions to change several things in Missouri government, notably the “business climate,” as well as efficiencies and costs of operating state agencies.

A few points that I remember from Justice White’s address included an emphasis that the Judiciary is the third “co-equal” branch of government, along with the Executive and Legislative branches. In regard to that he cautioned (from Abraham Lincoln) that “houses divided cannot stand.” He added that the role of our Judiciary is not meant to develop public policy, but to clarify interpretation of those policies and settle disputes according to the rules and principals of our laws.
