James Lewis, bridge supervisor, met with the commission reporting routine matters.
A concerned citizen met with the commission with questions regarding access to Mt. Zion Cemetery in Jackson Township. She was advised that a cemetery board may need to be established as the road was abandoned approximately 40 years ago, and that the township board is responsible for road maintenance.
The commission discussed the request by the Care Center administrator to appoint two members to the advisory board. It was moved and unanimously approved to appoint Arland Haynes and Judy Elbert to those positions.
The commission reviewed the actual expense reports to the budgeted amounts. Bills were audited and paid.
At 3 p.m., as advertised, the public hearing for the purpose of setting the 2004 tax levy was held. No citizen from the public was in attendance. David Holcomb moved to make no increase, setting the levy at $0.29, a $0.0958 rollback from the ceiling amount. The motion was approved unanimously.
Jerome Houghton, Union Township, met with the commission regarding the fencing law and the right-of-way width of a roadway. He was informed that the usual county roads have a 40-foot right-of-way, unless deeded otherwise. Former King Bill roads have a 60-foot right-of-way.
