City Administrator Toby Dougherty discussed the new sewer project costs and budget with the Gallatin Board of Aldermen during their regular meeting held March 22 at city hall.
Total project costs for the sewer system is estimated at $2,954,000, according to Mr. Dougherty. Of that amount approximately $800,000 will go toward revamping the treatment facility, which is required by the Department of Natural Resources, and about $100,000 will go toward replacing a section of the main trunk line of the sewer system.
In 1997, Gallatin voters approved a $1,950,000 revenue bond to replace the city’s wastewater treatment plant with a lagoon system and provide sewer service to 102 households and businesses lacking service.
The city obtained a grant from USDA of $414,000 toward the project in 1997 along with a $400,000 Community Block Grant, for a total of $814,000.
At Monday’s meeting, the board authorized the funding of loans in the amounts of $1,285,000 from USDA and $665,000 from USDA toward the sewer project, which add up to $1,950,000. Along with the acceptance of the loans, the board agreed to accept a supplemental grant of $190,000 to make up for the shortfall in funds.
The supplemental grant has been approved through the regional office. Approval at the federal level is not expected until the first of April.
Mr. Dougherty and Mayor Thomas will conduct a public hearing to answer all questions and concerns on the upcoming sewer project at 7 p.m. on March 29 in the shelter building at Dockery Park. Citizens are encouraged to attend.
“The meeting is to bring everybody up to date on what we’ve been doing and where we’re at,” said Mr. Dougherty. “People who’ll be serviced by the new system can find out what’s going to happen once construction starts and the processes involved in actually putting the sewer in the house and hooking up to the city.”
In other business at the March 22 meeting, at the mayor’s request, Mr. Dougherty submitted copies of state statues and city codes for the city clerk, chief o police and city administrator compensations and reviewed them to great extent for everyone’s understanding. He also submitted examples of other city’s codes which mirror Gallatin’s. Mr. Dougherty concluded by stating that Missouri Municipal League and the city’s attorney agree with the procedures the city has taken.
Gallatin Police Chief Jim Wycoff stated that the Lion’s Club donated $400 to the DARE program, which was greatly appreciated. DARE graduation took place since the last council meeting.
Mayor Thomas asked Chief Wycoff if any break-ins had been reported. Chief Wycoff stated that the crime level has been low.
Bills in the amount of $118,179.38 were approved for payment. Mayor Thomas stated that the city needs to purchase locally whenever possible.
Discussion was held on the Employee Handbook, which the board accepted.
A motion passed to approved the business license for Ed and Jackie Granville.
Mr. Dougherty discussed the BNY Operation Agreement.
Mayor Thomas submitted a proclamation for motorcycle awareness month in May.
Mayor Thomas would like to see closing proclamations for businesses when the death of a Gallatin business person occurs.
During comments by alderman, Norma Griffin stated that she appreciated the time Toby spent on completing the Employee Handbook.
Mayor Thomas commented that this would be the last full council meeting for the present board. The next council meeting would be started by the current board and finished by the newly elected board.
Mr. Dougherty stated that it had been a pleasure working with the current council.
Gene Schweizer commented about the revenue and expense reports.
