North Daviess Superintendent Julie Kirby presented a program evaluation on the school’s food service during the regular meeting of the R-3 Board of Education held March 17. The program provided 16,962 lunches and 8,517 breakfasts. The food service department lost $16,479.17 during the 2001-02 school year.

Ms. Kirby informed the board the court date concerning the kitchen floor has been changed to 10:30 a.m. on April 22, 2003, at the Daviess County Courthouse in Gallatin.

High School Principal Todd Willhite presented the findings of surveys regarding corporal punishment as requested by the board. Twenty-two respondents were in favor of corporal punishment, 11 were against, and one was undecided.

Bills were paid as presented.

Ms. Kirby reported the basic formula for state funding for 2003-04 is forecasted to be $39,971 to $85,943 less than received in 2002-03. It is necessary for the district to reduce expenses to keep the budget in line with this reduction in revenue.

The work of the budget committee was reported to the board. Recommendations concerning 41 possible cuts were made. After discussion, it was the consensus of the board to make the following cuts: conserving electricity by turning off lights in classrooms and gym when not in use, eliminate mileage payment for teachers traveling between buildings, eliminate Christmas bonus, drop the telephone answering machine service at the high school, install a washer and dryer to do kitchen linens, to not pay for meals during workshops and meetings, reduce the number of periodicals in each library, not paying national dues for administrator, reduce the number of floors that are refinished each year, no purchases of equipment unless covered by a grant with prior approval before the submission of a grant, regulate the use of air conditioning, eliminate administrator’s conferences by 50%, eliminate snacks for afternoon tutoring, purchase an electric hand drier instead of paper towels for the elementary restrooms, and delay preventative maintenance on the elementary roof. (Estimated saving of $10,000).

Additional budget cuts will be considered at a later date.

The new Comprehensive School Improvement Plan was presented to the board. The board motioned to approve the CSIP for 2003.

Ms. Kirby presented a report on the library media center completed by Mrs. Slaughter.

Ms. Kirby presented a Title I evaluation by Bobbie Pyles and a Gifted evaluation by Bobbie Pyles and Gregg Hartley.

Sheri Steinman, elementary lead teacher, reported the sixth graders will be making a trip to Jefferson City and the North Daviess Elementary Tournament will be March 24-29 in the elementary gym.

Todd Willhite, high school principal, reported seventh grade Communication Arts is rated in the top 10 performance scores for the state of Missouri. Catherine Jones won the Daviess County Spelling Bee and was first place in the junior high science fair. Steven Steinman was first place in the high school science fair, and Mark McNeely was grand champion in the recent school wide science fair.

Mr. Kirby reported that the district had applied for an early childhood special education grant to help cover related costs. She reported a parent had requested a book be removed from the elementary library. A committee will be formed to make a recommendation to the board.

David Iddings read a letter from the Four County Special Education Cooperative thanking the district and Ms. Kirby for their support over the years.

The board entered executive session to discuss employee performance and a student matter.

A special meeting of the board was set for 6:30 p.m. on Thursday, March 27, in the elementary library in Coffey.

The next regular meeting of the board was set for 6:30 p.m. on Monday, April 14, in the elementary cafeteria in Coffey.

Present at the regular meeting of the North Daviess R-3 Board of Education meeting were David Iddings, Donald Baker, Chris Nelson, Beverly Hunter, Kelly Hightree and Debbie Ray. Absent was Rhonda Sweet. Also present were Superintendent Julie Kirby, board secretary Beverly Hunger, Todd Willhite, Sheri Steinman, Pat Heaps, Callie Heckenbach, Peggy Heldenbrand, Janellda Weber, Mary McCrary, Cecil McCrary and Linda Phipps.
