During the regular meeting of the Gallatin Board of Alderman held June 25, City Administrator Kathy Arnold reported that a letter was received from Galaxy Cable requesting the city to renew its franchise with them. She reported that technicians from the cable company were in town working on the system. It was decided that the renewal would not be signed until the system is in good shape and cable is removed from poles that were replaced during the rebuilding of the electric system.
Mrs. Arnold discussed delinquent taxes with the board during the Tuesday meeting. Three and five-year delinquent tax lists will be sent to Judy Carder, Daviess County Treasurer, for sale of property at the courthouse step.
Mrs. Arnold discussed the water tower inspection report. Utility Services (water tower inspection company) will be attending the next meeting to explain the finding of the inspection and the cost of repair to the tower.
Mayor Davis discussed the revenue and expense statements, in that it appears that the revenue will be coming in behind schedule.
Chief of Police Jim Wycoff reported that there had been a crime spree during the past week. Vehicles have been stolen in Gallatin and surrounding areas, items have been stolen out of cars while left unattended, and a home broken into. He stated that the department now has a well- trained property crime detective on staff. Chief Wycoff believes the department will find the person who has stolen the vehicles, and he hopes they will be prosecuted to the maximum allowed.
Mayor Davies stated that at this time he did not have any additional appointments for the park board. Aldermen and park board members gave names of potential members to Mayor Davis.
Park Board members Jack Gannon, Katrina McIntyre, Don Smith, Cecil Akin and David McLey met with the mayor and board of aldermen to discuss the park board and plans for the park. Mr. Gannon stated that the community room is in the same shape as it has been in the past with the exception that it is now stocked with supplies. It was stated that no tables are left and chairs are gone. Discussion was held on maintenance at the park and financial status of the park; it was agreed for the city to transfer monies due to the park out of city funds into park funds.
Liquor license were approved for the following businesses: CD Tackle Box, Seasons on the Square, Casey’s, John’s Amoco and Southside Tavern carried.
City administrator gave an update on health insurance to the mayor and board. The employees will be voting on the options that will still be within the budget amounts.
Chief Wycoff reported on the fundraiser that Paula Sparks was preparing for June 30. He stated that Ms. Sparks does a wonderful job working with the dogs at the pound. The Gallatin Area Animal Welfare Alliance and Safe Haven of Cameron were the primary sponsors and benefactors of the fundraiser as well as City Animal Control operations department.
A motion to approve the minutes of June 6 with the correction as follows: “Schweizer made a motion to keep Scott Stephens as consulting accountant and seek bids for the 2002 audit” carried.
Bills in the amount of $81,595.47 were approved for payment.
Mr. Bill Walker met with the mayor and board of aldermen to discuss the selling of lots at Greenwood cemetery. Mr. Walker stated that he feels there are lots available to sell. The mayor and board explained that no one knows what lots have or have not been sold; therefore, they feel that the city should not sell any lots at the cemetery.
After first and second readings an ordinance amending chapter 110 of the Gallatin City Code addressing utility deposits carried.
Alderman Griffin stated that she had received a complaint about a voltage problem on Water Street. City Administrator will notify electric department of the problem. Alderman Griffin stated that she had received a compliment about utility workers on how efficiently they repaired a street light that went out during the storm. She also stated that she had received a compliment on how nice the equipment at the park was for the children to play on.
Alderman Schweizer discussed the city’s accounting system being on cash basis instead of accrual. This matter was tabled until further information is obtained.
Mr. Schweizer made a motion to seek 2002 outside audit of the utilities and the city. Approval of this motion would not change the consulting accountant relationship between Mr. Stephens and the city if both parties desire to continue that part of services, which Mr. Schweizer, for one, would. Motion died for lack of second.
Alderman Schweizer commended the street department for the nice job being done on streets.
Mayor Davis stated that there does not seem to be as many dogs running loose in town. He apologized for not being able to attend the meeting on Monday and having it postponed to Tuesday.
