During the regular meeting held March 25, City Administrator Kathy Arnold reported that Andy Macias, Snyder & Assoc. Engineering Firm would be at city hall from 1-3 p.m. on April 4 to answer any questions from the public regarding the new sewer project.
In other business at Monday’s meeting, the board reviewed bids submitted for the mowing of cemetery and city property.
Mayor Davis opened the following bids for city property mowing: Mike Walker – $265 per mowing (city furnish round-up); Phyllis Moore of Rob’s Lawn Service in Hamilton – $380 per mowing; Ben Lane of Lane Lawn Care in Jamesport – $435 per mowing (includes liability insurance).
Mike Walker’s bid of $265 per mowing of city property was accepted with a provision that he submit the city with a $1,000,000 liability insurance coverage certificate. If the certificate is not provided, then the next lowest bidder will be contacted. If no certificate is provided by that bidder, the property will be re-bid.
Cemetery bids: Mike Walker, Gallatin, $550 per mowing (city furnish round-up); Ban Busby of Dedicated Landcare Management, Jameson – $210 per mowing; Phyllis Moore of Rob’s Lawn Service, Hamilton – $675 per mowing; Gerald Estes, Gallatin, – $600 per mowing; Roy Hogan, Gallatin – $375 per mowing.
No decision was made by the board on cemetery bids.
Mrs. Arnold discussed work on the water tower. An inspection has been done on the tower, but repairs had not been made. Mrs. Arnold was directed to check into the matter further.
Mrs. Arnold reported that three businesses have not purchased their business license. Chief Wycoff will be asked to visit those businesses.
Advertisement for bids on pool renovation is now in progress. Several contractors have contacted city hall regarding the project.
Gallatin Chief of Police James Wycoff reported on a library board meeting he and Mrs. Arnold attended concerning parking problems and safety issues.
Chief Wycoff stated that it is police department policy to do funeral procession escorts when notified. Aldermen stated that they had received complaints that the police department was not doing the escort. It was agreed that a miscommunication had occurred.
Mayor Davis suggested Chief Wycoff write a letter to funeral home directors stating the police department’s policy. It was agreed that the funeral home should call city hall when funeral escort is needed.
Chief Wycoff opened up questions from the mayor and aldermen. Mayor Davis discussed the police car running without anyone in it for a long period of time. Chief Wycoff stated that was against his policy and he would discuss it with the officers. Mayor Davis discussed people running through the four way stop sign.
An ordinance amending the Gallatin City Code relating to the establishment of penalties received a first reading.
Bills in the amount of $170,231.28 were approved for payment.
During public comment, Donald Smith addressed the mayor and alderman regarding park fund monies. Mr. Smith stated that he was the treasurer of the park board and was not able to obtain park balances from the bank. It was stated that the city does the accounting for the park fund and that park balances can be obtained by contacting city hall at any time.
Discussion was also held on the number of park board members to serve on the park board. Mrs. Arnold was directed to research the state statue on the subject and also to speak with current park board members to find out when appointments were last made to the board.
Becky Ness addressed the mayor and board of aldermen. She thanked alderman Morrison for her time and dedication for serving on the city council.
During comments by aldermen, Mr. Snidow expressed his appreciation to the city crew for replacing and repairing street lights. He discussed some of the street signs that are missing. Mrs. Arnold reported that new signs had been ordered and had arrived. Mr. Snidow inquired about what streets are being planned for repairs this year.
Gene Schweizer agreed with Mr. Snidow on the good work the city employees have done. He discussed water system upgrades that need completed. He made a motion that $107,500 of the city funds be placed into a restricted account for water system improvements. The motion died for lack of a second.
Mr. Schweizer stated that he had tried to contact the city attorney regarding the natural gas system. He made a motion that the board obtain legal opinion of natural gas bond payments. Motion died for lack of a second.
The board went into executive session regarding legal actions and litigation.
