Captain Johnnie B. Hoggatt, Commanding Officer of Troop H in St. Joseph, announced the promotion of two Troopers and one transfer.
Trooper Andrew O. Tourney has been promoted to the rank of Corporal and transferred from Zone 2 in Maryville, to Zone 5 in St. Joseph. Corporal Tourney is the Assistant Zone Commander for Zone 5. Corporal Tourney is a 6 year veteran of the Patrol.
He is a native of Hannibal, MO, and graduated from high school there. He holds a Bachelor’s Degree in Criminal Justice from Northeast Missouri State University at Kirksville. Corporal Tourney is married to the former Carrie Sweet of Center, MO.
Trooper Matthew R. Heits has been promoted to the rank of Corporal and transferred from Zone 8 at Hamilton, to Zone 10 at Gallatin. Corporal Heits is a 5 year veteran of the Patrol and is designated Assistant Zone Commander of Zone 10.
He is a native of Fairfax and graduated from high school at Rock Port in 1988. Corporal Heits is married to the former Terri Lawson of Maysville. The Heits have three children.
Corporal Thomas L. Sakaguchi transferred from Zone 10 Gallatin, to Troop H Headquarters, where he has been designated Property Control-Supply Officer.
Corporal Sakaguchi is a native of Platte City and graduated from high school in Cinnaminson, NJ. He holds a Bachelor’s Degree in Accounting from Drexel University in Philadelphia, PA. Corporal Sakaguchi is a 6 year veteran of the Patrol and also served as a Major in the United States Army prior to his employment with the Patrol. He is married to the former Angelika Waelde of Germany.
