The commission read for the first time a petition for the vacation of a road in Jefferson Township located as follows: beginning at the SW corner of the SWSE; then northerly approximately 1/4 mile; then easterly approximately 1/4 mile to the NW corner of the NWSESE all in section 12, township 59, Range 29W.

Jody Carlson and Darrell Chadwick, MoDot, met with the commission to discuss improvements to an intersection located at J Highway and Titan in Colfax and Sheridan Townships. Danny Heldenbrand will work with the landowners. Mr. Chadwick will coordinate the highway department, extend the tubes and provide some riprap. The county crew will make the track hoe available to replace tubes and move fill.

Marshall Jones, Martin Marietta, met with the commission reporting on progress of the CART program. The program should be completed early in November.

Eugene Kime, Jackson Township Trustee, met with the commission regarding the maintenance equipment replacement program. They are at maximum levy, have their financial statement on file, and qualify for the county grant.

Bill Mastin, Jefferson Township, met with the commission reporting brush problems. He was given a map to mark exact locations in order for the landowners to be identified.

Shannon Howe, Shafer, Kline, and Warren, met with the commission. Following last week’s bids, BRO (20) he made the recommendation to award the bid to Boone Construction as the lowest and best bid. David Holcomb conferred with Bob Burnett, MoDot, and reported that although the federal funds are frozen, we are number one on the list in the district and should proceed with plans to build the bridge. David Holcomb moved to award the bid to Boone Construction. Danny Heldenbrand seconded. Carried. The commission then discussed with Mr. Howe the specification of the bridge. Due to the timing, construction may be delayed until spring.

At 11 a.m., as advertised, bids were opened for the surplus backhoe bucket. Only one bid was submitted. David Holcomb moved to accept Wayne Harris’ bid of $125.01. Danny Heldenbrand seconded. Carried.

John Ferguson, Daviess County Extension Council, met with the commission concerning the 2002 budget. He was informed that the tentative plans are to allow 3% increases.

The commission reviewed the budget to actual reports and the Treasurer’s monthly statement. Also, they discussed the new legislation allowing the separation of the Circuit Clerk and Recorder’s office.

Daniel Lynn, bridge supervisor, and James Lewis, foreman, met with the commission reporting routine matters.

Oct. 17, 2001

The commission met in emergency session on Oct. 17 with all members present. No minutes were read.

The only purpose of this meeting was to discuss the boiler problems discovered the day before. When R.L. Griggs lit the burner for the first time of the season, pressure would not build properly, and a large hole was discovered in the tank, the result of corrosion. Water was running into the firebox. Mr. Griggs estimated the installation of a new steam boiler, minus the burner, for $15,750, with work to be completed in approximately seven days.

Danny Heldenbrand moved that since it is an emergency, there are no other known local suppliers of steam systems, no out-of-town contacts could inspect for several days, and outside temperatures in the 30s, that the bid be accepted. David Holcomb seconded. Carried.
